Penny is a student at Naranja AcademyS/Uva AcademyV, and is in the same grade as the player character. She has a shy personality, and is often absent from class. She always has her fluffy Eevee backpack with her wherever she goes. She possesses unparalleled skill with machines and computers. She is enrolled in the STEM track of the Academy, with her homeroom teacher being Tyme.

Her secret identity is Cassiopeia, the "big boss" of Team Star; none of the other bosses know of her true identity because she never left her room during her time with them. Afraid that her fellow bosses will be expelled from the Academy because of their involvement in the team but unable to forcibly disband the group herself, she recruits the player character into "Operation Starfall" to make them stand down.
