Wilma, or Grandma Wilma (Japanese: タツばあさん Grandma Tatsu), is a Move Tutor in Diamond, Pearl, Platinum, HeartGold, and SoulSilver. She lives on the northern, foggy stretch of Route 210 in the first three games while she lives in Blackthorn City in the latter two.
In the games
In Pokémon Diamond, Pearl, and Platinum, she mentions that she used to live in a famous city of Dragon Tamers until she moved to Sinnoh, and due to this, she is able to teach the move Draco Meteor to the player's Dragon-type Pokémon if its friendship is maxed out.
In the anime
Wilma appeared as a character of the day in A Meteoric Rise to Excellence!. Ash and his friends met up with her after witnessing her teach an Altaria to use Draco Meteor. She explained that many Trainers, including Altaria's, leave their Pokémon with her so that she can teach them Draco Meteor.
Later, a wild Gible that Wilma knew showed up and she explained that it shows up frequently. Ash and his friends helped her rescue Altaria from Team Rocket and she later showed them the way to Daybreak Town.
