Mr. Fuji (Japanese: フジろうじん Elder Fuji) is a kind old man who lives in Lavender Town.
In the games
Mr. Fuji looks after abandoned and orphaned Pokémon in Lavender Town. He subscribes to Pokémon Fan Magazine. He is not a native of Lavender Town; he used to live on Cinnabar Island and is the founder of the island's Pokémon Lab. He used to be a close friend of Cinnabar Gym's Blaine, as the photo in the Gym shows them together. Mr. Fuji is supposedly shy.
When members of Team Rocket killed Marowak in Pokémon Tower, Mr. Fuji marched up to their hideout and started to rant about how Team Rocket was abusing Pokémon. Team Rocket held him hostage until the protagonist drove them out of the tower and rescued him. In gratitude, Mr. Fuji gives the player a Poké Flute.
Mr. Fuji wishes for the happiness of all Pokémon. He cares for the Cubone that Team Rocket orphaned.
In Pokémon Emerald there are a series of messages left at Faraway Island where a wild Mew can be found. The messages warn that only someone pure of heart will see Mew. The author's name is smudged, but "-ji" is still readable in the Japanese version. It is possible that Mr. Fuji left the message. As a scientist who possibly worked on creating Mewtwo, he would have needed to capture Mew to take Mew's baby.
In Pokémon HeartGold and SoulSilver, Mr. Fuji doesn't have a prominent role. He is found in the House of Memories paying respects to the deceased Pokémon. There are hidden chambers in the House of Memories that only Mr. Fuji has access to.

In the manga
In Pokémon Adventures
Mr. Fuji first appears in Sigh for Psyduck, when he meets Red in Lavender Town, on his way to pay his respects to his Doduo's grave. Mr. Fuji invites Red to his house and tells about the Pokémon Tower and the ghosts in there. Because of them, he can't bury his Pokémon in a proper place. Red sees a photo of Blue with Mr. Fuji, who tells him that the lad went to the Pokémon Tower to defy the presence of any ghosts, what makes Red want to go there, too. Once Blue defeats Koga and the truth about the ghosts is revealed to the citizens of Lavender, Mr. Fuji can finally take his deceased Pokémon to rest in the Pokémon Tower.
Mr. Fuji made a couple of cameo appearances in later chapters. In The Last Battle XIII, he is one of the Pokémon Fan Club members that sent Pokémon to defeat Lugia and Ho-Oh. In Last Shot, the photo of Mr. Fuji and Blaine standing shoulder to shoulder is seen in an album.

Trivia
- It is theorized that he may have been the inspiration for Dr. Fuji from Mewtwo Strikes Back, due to their similar names and history in studying Mew. However, Dr. Fuji is considerably younger than Mr. Fuji, leading to another theory that the senior Fuji is the junior Fuji's father. However, besides having the same surname and their shared interest in Mew, there is nothing to back this up.
- In Cinnabar Island's laboratory, there is a picture of Mr. Fuji, known as Dr. Fuji during his work in the Cinnabar Lab. The text also says "Dr. Fuji?!?!" indicating Red's/Leaf's surprise in the discovery since Mr. Fuji is known to be kind-spirited and wouldn't harm Pokémon where as the Dr. Fuji described in the game conducted ill-experiments on Pokémon such as Mew. This means that perhaps Dr. Fuji is a younger Mr. Fuji in the anime as well.
