I can't make a Fan Game. But I was thinking of a fan game I would make if I could. For the most part, it's Pokémon Gold and Silver Versions the second remake. It includes the Fairy (type) all later evolutions, baby Pokèmon that related to the first two generations of Pokémon. As well as every Regional Form. I think I'm justified in including most of them anyway.

It also features Lyra (game) as a second rival, Team Rocket trio. and Whitney decides she loves Normal types as well as Fairy types.

There will be a Safari Zone for catching the Regional forms. An expansion that Team Rocket tried to steal one of the transport ships and ended up crashing it so the ones for the early game would be available. Also you can acquire Suviner items that would also help a player get them if they had the original form.
