Mr. Psychic (Japanese: エスパー おやじ Mr. Esper) is a man in Saffron City who gives out TM29 (Psychic) to players when they talk to him. He claims to have already known that the player had wanted that very TM.

In the games

In Generations I and III

In Generation I and the contemporaneous Generation III, Mr. Psychic's house is located on the south-eastern corner of Saffron City. His house is better accessible by entering Saffron City from the southern entrance. He owns a small home; it is only one floor high. His house contains two pot plants on the southern corners, three bookshelves in the northern corners and a painting on the northern wall. In Pokémon FireRed and LeafGreen, a kitchen area is added to the north corner of the room, with a television nearby. These replace the bookshelves.

Mr. Psychic sits at a table in the middle of the room. If talked to for the first time, he will say that the player wants a TM and will give away TM29 (Psychic) to the player.

In Generations II and IV

Three years later, in Generations II and IV, Mr. Psychic's house is still located on the south-eastern corner of Saffron City. The house's decor remains much the same; to utilize the radio mechanic of Generation II a radio has been added.

Like in the earlier games, Mr. Psychic sits at a table in the middle of the room. If talked to for the first time, he will say that the player wants a TM and will give away TM29 (Psychic) to the player.
