An Aqua Admin (Japanese: アクアだんかんぶ Team Aqua Executive) is a type of Pokémon Trainer that first debuted in the Generation III games.

The title has only specifically referred to two characters, Matt and Shelly, as well as a third Aqua Admin, Amber, whose only appearance is in the Pokémon Adventures manga. The three of them make up the SSS trio in the manga, being the subleaders of Team Aqua under Archie.

Aqua Admins specialize in Water- and Dark-type Pokémon, namely Sharpedo.

Along with Matt and Shelly, there exists what appears to be a sprite of a possible different Aqua Admin in the code of Ruby and Sapphire.

In the anime

Only one Aqua Admin, Shelly, appeared in the anime. She made her debut along with Magma Admin Tabitha in A Three-Team Scheme, where she was mistakenly referred to as "Tactical Commander Isabel"; this was corrected in subsequent episodes. She led a squad on a mission to Dewford Island to find the Cave of Origin. It was revealed that she was carrying the Red Orb (mistakenly referred to as the Rose Orb) with her at the time, though it was never shown on-screen.

Shelly appeared several other times throughout the Advanced Generation series in command of Team Aqua Grunts: at Mt. Chimney in Fight for the Meteorite! and the Weather Institute in Unfair-Weather Friends!. Her final appearance was in Gaining Groudon and The Scuffle of Legends, where she freed Kyogre from Team Magma's ship and witnessed the battle between Kyogre and Groudon. Like the rest of Team Aqua, she is not seen again after these episodes.

In the manga

In the Pokémon Adventures manga

In Pokémon Adventures, Aqua Grunts Matt, Shelly, and Amber are promoted to Admin status by Archie in Stick This in Your Craw, Crawdaunt I after they successfully steal the Devon Goods. They become the 'SSS trio' - "Subleaders of the Sea Scheme." Later, they work together to use energy from Professor Cozmo's meteorite to stop Mt. Chimney's activity, and though Sapphire defeats Matt, their plot is successful. They appear again in Always Keep Whiscash on You for Emergencies when Team Aqua and Team Magma briefly join forces to journey to the bottom of the sea. Archie takes Amber with him, and nearly kills him in Very Vexing Volbeat by locking him and Magma Admin Tabitha inside the Submarine Explorer 1.

During the battle between Kyogre and Groudon, the SSS trio fights against some of the Hoenn Gym Leaders. Matt is ultimately defeated by Winona and Shelly by Flannery. Amber defeats Wattson, but also deliberately allows the Gym Leaders to find the location of the Team Aqua Hideout, suggesting that Archie's treatment of him has caused him to defect from Team Aqua. The fate of Matt and Shelly is not known.
