The Power Plant (Japanese: はつでんしょ Power Plant in Generations II and IV, formerly むじんはつでんしょ Abandoned Power Plant in Generations I and III), occasionally referred to as the Kanto Power Plant (Japanese: カントーはつでんしょ Kanto Power Plant) in Generations II and IV, is a facility located on Route 10 in Kanto.
In the games
The Power Plant was abandoned years before the events of the Generation I games, though some of the machinery still works. It was refurbished at some time between Generations I and II to provide power for the Magnet Train. It became a home for Electric-type Pokémon when it was abandoned. Surfing from Route 10 is required to reach it.
Many item balls located inside of the Power Plant are actually Voltorb or Electrode, making it somewhat hazardous to look for treasure here.
It is the roost of the Legendary Pokémon, Zapdos.
Grimer and Muk can be found here in Pokémon Yellow, a direct reference to the anime episode Sparks Fly for Magnemite, where Grimer and Muk take over a power plant in Gringey City.

Differences between generations
Generations I and III
The Power Plant is littered with machinery that has fallen into disrepair. Many of the changes between these two generations are simply cosmetic, the most notable one being changing the exit in Zapdos's room to lead to the side of the Power Plant instead of back to the entrance.
Generation II
The inside is reduced drastically, and is taken up by scientists working at various computers as well as in a separate generator room. The wild Pokémon found here in Generation I instead reside outside, while Zapdos has apparently fled.
Generation IV
In Pokémon HeartGold and SoulSilver, the inside is redesigned yet again to be a single room, with the generator in the middle and the scientists at their computers spread around the room. Wild Pokémon reside outside like in Generation II, including Zapdos, which returns after the Machine Part is restored and all 16 Badges have been earned.

In Pokémon Origins
The Power Plant made a brief appearance during the Pokémon Origins episode File 4: Charizard. Red was seen battling Zapdos in there with his Tauros, eventually capturing the Legendary bird off-screen.

In the Pokémon Adventures manga
It was revealed in Holy Moltres that Lt. Surge captured Zapdos at the Power Plant. In Lapras Lazily, Blue revealed how he had encountered Agatha of the Elite Four at the Power Plant before the start of the Indigo Plateau's Pokémon League tournament.
In the Pokémon Pocket Monsters manga
In the Pokémon Pocket Monsters manga, Red and his Pokémon visited the Power Plant in Regain the Deserted Power Plant!. Like many places that he visits, the Power Plant ended up being destroyed by Red's Clefairy.
