Shelly
Shelly (Japanese: イズミ Izumi) is an admin of Team Aqua.
In the games
Shelly is a Team Aqua admin in the Generation III games.
In Ruby she makes only two cameos, at Meteor Falls and at Seafloor Cavern, alongside Archie and Matt.
In Sapphire and Emerald the player confronts her twice: the first time she raids the Weather Institute to steal a Castform and then she assist Archie at the Seafloor Cavern.

In the anime
Shelly appeared in several episodes of the Pokémon anime. Her Japanese voice actress is 津田匠子 Tsuda Shoko, her English voice actress is Bella Hudson, and her Latin-American voice actress is Liliana Barba.
Due to a dubbing error, Shelly was referred to as "Tactical Commander Isabel" in her first appearance in A Three Team Scheme. In her next appearance in Fight for the Meteorite, the error was corrected.
