Because many of the Pokémon native to Johto are also native to Kanto, for the most part, this is merely a reordered Pokédex list to place related Pokémon closer to their evolutionary kin. For example, in this scheme, Pichu comes directly before Pikachu and Raichu, and Scyther comes directly before Scizor.
This Dex order could be considered a precursor to the more refined regional Pokédexes of Generation III and IV, and the habitat-based list of Pokémon from Pokémon FireRed and LeafGreen. Unlike other regional Pokédexes, it includes all Pokémon from both Kanto and Johto, placing those that don't appear in Johto closer to the end.
Interestingly, the order was never referred to directly as the "Johto Dex" in-game in Generation II, instead being called the "New Pokédex", where the National order was referred to as the "Old Pokédex".
The numbers Pokémon take in this listing are not shown in Generation II in the Pokédex itself (with the National Dex number there instead), however, they are shown in the Generation IV remakes. This listing, however, is changed slightly from the original order, presumably to include some Pokémon that debuted in Generation IV.

Trivia
- Among all regional Pokédex listings, due to listing all known Pokémon at the time it was introduced, it is the largest, with 251 Pokémon. This also makes it the only one to have starters and legendary Pokémon from another region.
