The Strategy Memo is a feature of the P★DA found in Pokémon Colosseum and Pokémon XD: Gale of Darkness. The feature is obtained as an upgrade in Pokémon Colosseum, while it comes with the P★DA in Pokémon XD: Gale of Darkness.
It allows players to look at Pokémon that have been encountered, similar to a Pokédex. However, it lacks numerical modes and detailed entries. Full information on a Pokémon is only obtainable in Pokémon Colosseum by talking to the teacher in Phenac City who installed the upgrade. In Pokémon XD: Gale of Darkness, the information is automatically obtained.
The Strategy Memo is mostly used for looking up the type of a Pokémon, what types are good against it and a 3D image of the Pokémon. It literally provides the player with "strategy" on how to defeat any Pokémon.
