From Bulbapedia, the community-driven Pokémon encyclopedia.
This is a list of Pokémon by capture properties in Pokémon GO. The base capture rate is a value used to calculate the final catch rate of a wild when hit with a thrown Poké Ball. The flee rate is the probability that a wild Pokémon will flee after breaking out of a Poké Ball. Movement type dictates how a wild Pokémon may move around the screen during an encounter to possibly dodge oncoming Poké Balls.
Some species of Pokémon that are never meant to be encountered in the wild, such as baby Pokémon, are assigned the default base capture rate of 0%. Mew and Celebi, which are encountered after completing all tasks for a Special Research, are guaranteed to be captured after breaking out of the first two Poké Balls.
Abra is a Pokémon that will almost always flee after breaking out of a Poké Ball, akin to how wild Abra always immediately use Teleport in the core series. On the other hand, certain Mythical Pokémon like Mew, Celebi, and Meltan are programmed to never run away. The base flee rate is also ignored in Field or Special Research encounters and Raid Battle or Team GO Rocket bonus challenges.
All Shadow Pokémon, regardless of species, have a base capture rate of 5%.
Due to how catch rates are calculated in Pokémon GO, the base capture rate is almost equal to the probability of capturing a Pokémon at a Power Up level of 14, without any bonus multiplier.
