Hoenn's Victory Road (Japanese: チャンピオンロード Champion Road) is, much like in other regions, the route that takes Pokémon League-bound Trainers to the Elite Four. Its two entrances are located within Ever Grande City.
Victory Road begins as a complex cave with bridges leading across rock formations. Before leaving the cave, Wally will battle the player.
Players will need Strength, Rock Smash, and Surf to make their way through the cave. Flash and Waterfall, while not required, make traversing the cave easier.
Unlike the other Victory Roads, a Trainer does not require all eight Badges to enter, as the checkpoint is after it, in the Pokémon League building itself in Ever Grande City.

In B1F, just to the left of the second downward ladder from the left, there is a ledge which was removed in Emerald. The ledge itself also varies in length, being one-way in Japanese and English games but two-way in Spanish, Italian, French and German games.
