Finizen is a light blue cetacean Pokémon resembling a dolphin. It has a pale bluish white coloration on its underbelly that extends to its lower jaw and eyes, as well as on its dorsal fin. Its eyes have two-tone blue and pink pupils, and it has a short snout. On the sides of its body are pale bluish white wave patterns. It has a pair of pectoral fins and a split tailfin. Finizen has a ring of water around the base of its tail.
Finizen is able to sense the emotions of other creatures by using ultrasonic waves. The water ring on its tail is created by mixing seawater with a fluid that it secretes from the singular blowhole atop its head. The ring can also detach from Finizen's tail and grow in size, and Finizen uses this ring to play with others of its own kind. Finizen lives in groups known as pods and competes with Barraskewda for food. Dragalge is a natural predator of Finizen.

Origin
Finizen appears to be based on dolphins, particularly the bottlenose dolphin and striped dolphins. Its water ring may reference dolphins' ability to create and play with bubble rings, while the sticky fluid it uses to form the ring may draw from popping boba, whose gel-like membrane is made with seaweed-based alginate.

Finizen may be a combination of fin, delfín (Spanish for "dolphin"), and citizen or denizen.
Namiiruka may be a combination of 波 nami (wave), 並み nami (ordinary), and 海豚 iruka (dolphin).
