Shelly (Japanese: イズミ Izumi) is one of the Aqua Admins of Team Aqua.
In the games
Shelly is a Team Aqua Admin in the Generation III games.
In Pokémon Ruby she makes only one cameo, at Seafloor Cavern, alongside Archie and Matt. She doesn't have an active role in the storyline and can't be battled.
In Pokémon Sapphire and Emerald, the player confronts her twice: the first time when she raids the Weather Institute to steal a Castform, and later, when she assists Archie at the Seafloor Cavern.

Shelly appeared in several episodes of the Pokémon anime.
Due to a dubbing error, Shelly was referred to as "Tactical Commander Isabel" in her first appearance in A Three Team Scheme. In her next appearance in Fight for the Meteorite, the error was corrected.

Shelly owns the following Pokémon in the anime.
Crawdaunt was used by Shelly to fight their rivals, Team Magma. It was used to fight Brodie and his Ditto while taking over the Weather Institute. However, it had trouble defeating its duplicate.

Pokémon Adventures
Shelly, referred to as Angie in the Chuang Yi translation, is a villain in the Pokémon Adventure manga. She first appeared in Rustboro City, where she, along with her fellow admins Matt (Ark) and Amber ran off with the Devon Goods before being caught by Sapphire.
She is in charge of liaison duties within Team Aqua, and as such kept in close contact with Professor Cozmo before turning on him when they felt he was no longer of use to them.
She later kept the Hoenn Gym Leaders who'd chosen to fight off Team Aqua at bay with Matt and gave her Nincada to Amber.
Pokémon
Ludicolo first appeared as a Lombre in VS. Lombre. It was first seen attacking Sapphire and the other people with her. Lombre is very fast as it dodged an attack from one of Sapphire's Pokémon. Shelly came by and evolved her Lombre into a Ludicolo in VS. Ludicolo|the next chapter by using a Water Stone while battling Sapphire. As a result, Ludicolo was a tougher opponent than last time, almost defeated Sapphire's Rono and Toro. Later, Shelly used it to overpower Flannery's Vulpix at the cost of its strongest move, Nature Power.
