In the games

Team Aqua appears in Pokémon Ruby, Sapphire, and Emerald, but their storyline is mainly followed in Sapphire. Their headquarters are in the Aqua Hideout.

The team is made up of three different ranks:

Their usual Pokémon consist of Carvanha, Sharpedo, Golbat, Mightyena, and Poochyena; in general, they use a mix of Flying-, Poison-, Dark-, and Water-types.

Team Aqua tries to awaken Kyogre in Emerald and Sapphire. In Ruby, they are the protagonist team. In Emerald, the player first meets them in the Petalburg Woods where they try to steal the Devon Goods from a scientist. An Aqua Grunt is later seen taking the Goods outside of the Devon Corporation. The Grunt tries to escape through Rusturf Tunnel where he also holds Peeko hostage. Several Aqua Grunts are seen lined up in front of the Oceanic Museum to get in to find Captain Stern. The player encounters and battles the team's boss, Archie, for the first time in the Museum. The first major appearance of Team Aqua is on Mt. Chimney where they are trying to stop Team Magma from erupting the volcano. Their first obviously evil act is taking over the Weather Institute, which they hope to use to find Kyogre. They steal the Red Orb from Mt. Pyre, hoping to use it to awaken Kyogre. The Aqua Hideout near Lilycove City is their main base where they take the submarine that they stole from Slateport City. Team Aqua uses the submarine to go underwater to Seafloor Cavern where they awaken Kyogre and the battle between Kyogre and Groudon begins. Archie then regrets doing this and returns the orb to the mountain after Rayquaza quells Groudon and Kyogre.

In the anime

The Team Aqua history is introduced in Stairway to Devon where a member of the team infiltrated Devon Corporation and stole two capsules of Creation Fluid, but his plans are stopped by Jessie and James who want to steal the same liquid (which is really water). In On a Wingull and a Prayer!, this same member takes a boat of Mr. Briney's to escape from the police and heads for open ocean, where a Team Aqua submarine rescues him.

Team Aqua later appears in A Three Team Scheme and Unfair Weather Friends. Their final, and most prominent appearance is in Gaining Groudon and The Scuffle of Legends, when they and Team Magma begin the battle between Kyogre and Groudon.

In the manga

Team Aqua with Kyogre in the manga

Team Aqua's goal was to create more sea in the Hoenn region, making them bitter enemies of Team Magma, whose goal it was to expand the amount of land in Hoenn. In order to accomplish their goal, the decided to capture Kyogre, a legendary water Pokémon that had been sleeping in the Cave of Origin for centuries after a massive collision with the legendary Groudon. After Team Aqua's plans were thwarted by Ruby and Sapphire, Archie went insane because he had bonded with the orbs, trying to destroy everything in his way. Team Aqua also had an influence on the media, as Archie was the director of Hoenn TV. This way, they could cover up their own schemes while airing anti-Team Magma propaganda.
