Wally (Japanese: ミツル Mitsuru) is one of the two rival characters in Pokémon Ruby and Sapphire and Pokémon Emerald, the other being Brendan/May. He is the first rival not to be the player's first battle, and the first rival not to have a starter Pokémon.
Wally is a young, sickly boy who just moved to Petalburg City. Despite his illness, his dream is to train Pokémon.
His illness is never explained but his symptoms appear to clear up in clean air, so it may be asthma.
In the games
Wally was a sick young boy who asked Norman, the Petalburg Gym Leader, to help him catch a Pokémon before he moves to Verdanturf Town to live with his aunt and uncle.
Norman allowed his child, the player of Pokémon Ruby, Sapphire, and Emerald to assist Wally, and loaned Wally a Zigzagoon.
Using this, Wally was able to capture a Ralts. This is the catching tutorial of Ruby, Sapphire and Emerald. Ironically, it is the player who is teaching Wally to catch Pokémon.
Wally later shows up again in Mauville City, pleading with his uncle to let him challenge Wattson. He battles the player to prove his strength, but loses.
Wally eventually runs away from home and challenges the player at the end of Victory Road in Ever Grande City, seemingly totally recovered from his illness. He remains there, and it is possible to fight him several times per day.

In the Pokémon Adventures manga
Wally's first Pokémon was a Ralts that Ruby loaned him, and a Kecleon he caught himself. His "starter" Pokémon was a Treecko which he rescued after Professor Birch lost it in a flood.
Wally asked Norman to teach him about Pokémon and help him catch one, but Norman refused after seeing how sickly Wally was.
Ruby seemed to take quickly to Wally, possibly because Norman didn't like Wally, and decided to help the other boy. Ruby loaned Wally his Ralts, nicknamed "Ruru", and Wally was able to capture a Kecleon.
Unfortunately, before Ruru could be returned to her rightful owner, an earthquake caused Ruby to fall into the sea.
The next time Wally is seen, he is rescuing the old man who looks for Mirage Island in Pacifidlog Town, from Kyogre's flood. It would seem that Wally had managed to recover much from his illness by then, and had been traveling around Hoenn for quite some time.
Norman, who had just been passing by, finally agreed to take Wally on as a student, and told him to come to the Sky Pillar.
There, Norman revealed that what he had been training Ruby for since he was very young was to help Norman awaken Rayquaza. Norman could only accomplish this with someone the size of a 10-year old boy.
Even though he's healthier, Wally wears a suit with a respirator built into it, showing that his sickness could be some form of asthma.
Wally acquired his Cacnea while traveling through the desert, his Roselia on Route 117, and Norman gave him his Flygon. Most of this occurred off-panel.
Wally was once believed to be a representation of Emerald because of his all-green team and mainly green wardrobe. However, he's not a Pokédex Holder and he debuted long before any announcements of Pokémon Emerald appeared, which means he was never intended to be Emerald representation. Due to that, a new character was created for that role.

Ruru is a Pokémon that originally belonged to Ruby, but she was lent to Wally so that he could use her to capture his very own Pokémon They were then separated by an earthquake and Ruru ended up in Wally's hands. She evolved offscreen during Wally's training on the Sky Pillar (which he did not want to happen) and stayed in Wally's possesion until The Final Battle VIII where Wally returned her to Ruby. She has a Gentle nature and the ability Synchronize.

Trivia
- Though he is never classified as a "rival" in the games themselves, Wally essentially takes the place of Brendan/May as the player's rival after he/she decides to help with Professor Birch's studies rather than be a competitive Trainer.
- He shares the same Chinese name with Dawn.
- Wally is the only rival character to not have a Pokémon received from the professor of that region, not counting Silver, who stole his.
