This part of the walkthrough will help you through the Hoenn region in Emerald starting with New Mauville.

New Mauville

From Petalburg City, after defeating Norman, you can move on to Mauville City. There, you will see Wattson outside his gym. When you go and talk to him, he will ask you to shut down the generator installed in New Mauville. You will have to surf from Route 110 to reach New Mauville. After reaching and entering it, the player will have to find the generator. There will be quite a few items, but some item balls will actually be Voltorb or Electrode. After shutting down the generator, leave New Mauville and head back to Mauville City. Wattson will thank you and give you TM24 (Thunderbolt). After that, head towards Route 118. Surf across the water and when you reach land, it's only a few steps north to Route 119.

Route 119 & Weather Institute

Route 119

Now that you have reached Route 119, go north through the long grass. You will find some Trainers hiding in the grass. Head north, past the house. Here, you will find a bridge. Cross it and continue northa. You will find a big building with Team Aqua Grunts all around it. This building is called the Weather Institute. Because Team Aqua is blocking the path ahead, you'll have to go inside and defeat them. What do they want from this science organization?

Inside the Institute, you'll find even more grunts. While defeating them, you will hear their plans. They want to find information about the legendary Pokémon Groudon and Kyogre, and the rare Pokémon Castform. After defeating the grunts on the first floor, advance to the second. There you'll find Aqua Admin Shelly. Defeat her, and Team Aqua will leave. The professor of the Institute will be very pleased that you saved him, and will give you a Level 25 Castform. Castform is unique because it will change its type and appearance depending on the weather during battle. If there is harsh sunlight, Castform will become a Template:Type2; If it's Hailing, it becomes an Template:Type2, and if it's Raining, Castform becomes a Template:Type2. Afterwards, leave the building and go east.

After your rival is defeated, he/she will give you HM02 (Fly), a useful HM that allows you to instantly go to any town or city you've visited before. The next town you'll go to is Fortree City.

Fortree City

When you arrive in Fortree City, you will notice that the path to the Gym is blocked by something invisible. So you'll have to go on towards Route 120. After following the path for a while, you will find Steven. He found another strange blockade and uses a Devon Scope. Suddenly, a Kecleon appears! After fighting it, Steven will give you the Devon Scope. Now, go back to the Gym, use the scope and a Kecleon will appear. However, this time it won't attack, but flee. Now the path has been cleared, you're free to enter the Gym.

Fortree City's Gym is a puzzle where you'll have to push rotating doors so you can proceed. At the end of the gym, you can find the Gym Leader Winona. She uses Flying-types, so use Ice-, Rock-, and/or Electric-type Pokémon.

The Feather Badge

After beating her, she will give you the Feather Badge, which makes Pokémon up to level 70 obey. She also gives TM40 (Aerial Ace). You can use HM02 (Fly) now, too. Now, head for Route 120 again.
