Safeguard is a non-damaging Normal-type move introduced in Generation II.

A sphere of light surrounds the glowing Pokémon, it can make an opponent's attack useless.
Pokémon
Delcatty. Its body glows and create a white sphere, but its tail is out of it, so we can speculate that this part of its body creates the move.
