Welcome to Ecruteak. The city has an air of mystery surrounding it, with all but one of Johto's legendary Pokémon having ties to the area. Upon entering the local Poké Center, Trainers will run into Bill, the inventor of the PC Storage System. The city holds a few unique attractions; the Kimono Dance Theater, and what remains of the twin towers: the Burned Tower in the west, and the Bell Tower in the east.
Welcome to Ecruteak, a historical city where the past meets the present. The city is shrouded in mystery, as all but Celebi of the region's legendary Pokémon have ties to the area. Unique landmarks include the Ecruteak Gym, Kimono Dance Theater, and the twin towers; the Burned Tower in the west, and the Bell Tower in the east.

Bill to the Rescue!
Meet Bill
Stop by the Pokémon Center to meet Bill, the inventor of the PC Storage System. He talks about improving the Pokémon trading and storage systems with his friends, especially Lanette of the Hoenn region. From this point on, Wi-Fi capabilities are now enabled for all Pokémon Centers. He then leaves for his home in Goldenrod, where you can visit him to receive an Eevee. Eevee is a rare Pokémon that can evolve into one of seven variations.

Stop by the Poké Center and you will find Bill. It seems that he has just enabled Wi-Fi capabilities for every Poké Center in Johto. He leaves on his way home to Goldenrod, but pay him a visit sometime to receive an Eevee, a rare Pokémon that can evolve into one of seven variations.
Treasure Hunting
Visit the house next to the Gym, and speak to the man inside. He gives you the IV, a handy tool that reacts to hidden items lying nearby.
Find that Treasure!
Stop inside the house between the Poké Center and the Gym. Talk to the guy inside, and he'll give you the Dowsing MCHN. This handy machine shows up on the touch screen, and reacts to hidden objects nearby with lights and rapid noise. Use it all over the region, because you never know where you'll find a treasure!

Kimono Dance Theater
Kimono Dance Theater
As you enter the building, one of the Kimono Girls is onstage, yelling at the Rocket Grunt for harassing her. Beat the troublemaker and he runs off, and an old man from the audience rewards you with 03 as you exit the stage.

As you enter the building, one of the Kimono Girls is on the stage yelling at an intruder that's harassing her. Step up onto the stage and beat the Rocket grunt to scare him off. As you step down from the stage, a member of the audience thanks you for getting rid of the Rocket, and gives you 03. This allows you to swim across any body of water, small or large, after obtaining Ecruteak's Gym Badge.

Burned Tower
The charred, crumbling ruins of the Burned Tower can be found in the city's northwest district. Formerly known as the Brass Tower, it was once as majestic as the Bell Tower to the east. Built 700 years ago, it was said to be the roost of Lugia. But 150 years ago, the tower was struck by a lightning bolt that ignited a fire that raged for three days. The silver Pokémon and Ho-Oh that roosted on the Bell Tower escaped to the skies unharmed, and a sudden downpour quenched the fire. The silver Pokémon flew off, while the rainbow Pokémon resurrected three nameless Pokémon that perished in the blaze before flying off as well.

Detour for an HM
Take a quick detour and head east from the city. Grab the 65 to the north, and walk east towards Mt Mortar's western entrance. When you approach the mountain, a Hiker will run out of the cave, and give you 04, which lets you move small boulders around. You can actually go through Mt Mortar now and reach Mahogany Town. There are trainers to battle in Route 43, and you can go to the Lake of Rage. However, you need Ecruteak's Gym Badge first before you can Surf into the middle, and interact with the Red Gyarados. Now return to Ecruteak.

ash
The site of the charred, crumbling ruins of the Brass Tower is located in the city's northwest district. Now known as the Burned Tower, it was once as majestic as its counterpart, the Bell Tower in the east. Built 700 years ago, it was said to be the roost of Lugia. However, 150 years ago, a lightning bolt struck the tower, igniting an intense fire that raged for three days. The silver Pokémon that roosted here, and Ho-Oh that roosted on the Bell Tower, escaped to the skies unharmed, and a sudden downpour quenched the fire. The silver Pokémon was chased off by the inferno, while the rainbow Pokémon resurrected three nameless Pokémon that perished in the blaze before flying off as well.

Immediately upon entering the tower, you will see two people investigating the ruins. One is Morty, the Ecruteak Gym Leader, and the other is Eusine, Morty's friend. Both are very knowledgeable of the legends that surround the city. Eusine, an expert researcher on the legendary beasts, has even dedicated his life to tracking and meeting Suicune face-to-face. He would appear to be close to his goal, as three regal-looking Pokémon are visible through the charred hole in the floor, standing motionless on the lower level. After the two explain the city's legend, walk to the north to find your rival again.

After battling the rival, you are free to explore the rest of the tower. Fight the two Firebreathers and grab the handful of items on the first floor, and then climb downstairs to the basement. The legendary beasts will awaken when you try to step down the stairs near the ladder. Raikou and Entei leap quickly around the room before running off, and Suicune, pausing a moment to examine your character, follows the others a short time later. Eusine hurries down the ladder and marvels at seeing Suicune, as he's been chasing it for so long. Now that the beasts are awake, you can track down Raikou and Entei by using the PokéGear's Map function. With the Rock Smash and Strength moves at your disposal, take a few minutes to fully explore the tower for items. This area is the only area in the game where you can find wild Magmar, so don't miss out.

The legendary beasts awaken with a roar when you approach them. Raikou and Entei leap quickly around the room before running off, and Suicune, pausing for a moment to examine you, follows the others a moment later. Eusine hurries down the ladder and marvels at seeing Suicune, as he has been pursuing it for nearly ten years. As the beasts are now mobile, it is possible to track Raikou and Entei with the Pokégear's Map function.

Bell Tower
Bell Tower
The Bell Tower is a sacred place, and is off-limits to all but a few people. Ecruteak's Fog Badge grants access to the building, but no higher than the first floor. A pair of IV IV are required to reach the rest of the tower.
Previously known as the Tin Tower, the Bell Tower is off-limits to everyone without Ecruteak's Gym Badge. Having the Badge grants you access to the tower, but the monk inside won't let you above the first floor. <br> You'll have to wait until you have all eight Badges, the Legendary artifacts, and the Clear Bell to find Ho-Oh atop the tower.

The Ecruteak Gym specializes in Ghosts, so Dark attacks are the most effective here. Pure Normals, like Sentret or Raticate, are immune to Ghost-type moves, so teaching them non-Normal moves (like Surf) will allow them to damage the ghosts without much fear of retaliation. Be careful of Mean Look, which prevents the target Pokémon from switching; not a real problem by itself, but a Pokémon that is trapped due to that is a perfect target for a Curse. The Gym's puzzle remains the same, though updated, as it was in Gold & Silver: you have to navigate across the secret path over a dark void. Morty's junior Trainers are all holding small candles that illuminate parts of the path around them so that you can see. There are four Mediums on the path, and Morty waits at the end.
The Ecruteak Gym specializes in Ghost Pokémon. These spirits take serious damage from Ghost- and Dark attacks, and are usually unaffected by Normal- and Fighting attacks. However, a Pokémon with Foresight can disable these immunities. In addition, Pokémon with the Scrappy ability—like Miltank—can hit these ghosts with Normal attacks. Three of Morty's Pokémon know Mean Look, which prevents the target from switching; however, this can still be achieved through the effect of U-turn. His Gastly and two Haunter can drain the target's health every turn with Curse, but this requires paying half of their maximum HP. It is recommended to bring a few Status ailment healing items or Status ailment healing items in order to disrupt his Haunter's Hypnosis-and-Dream Eater/Nightmare combo.

Lass Dana asks for your phone number; she may call occasionally for a rematch, or to give you Thunderstones. Trade numbers with Schoolboy Chad to be alerted when Snubbull are swarming here.

39 is another short route, connecting 38 and Olivine City. As you head west towards the farm, you'll meet the Safari Zone Warden Baoba. He is opening his latest Safari Zone location near Cianwood City, across the sea to the southwest. Swap phone numbers with him, and he'll call you when it's done.

The Farm is located here, but one of their Miltank has recently fallen ill, and has stopped producing milk. It needs to be fed seven Oran Berrys to restore its health, and you can grow them easily in the List of key items in Generation IV. You can make as many return trips as you need to in order to complete the task. Once you do, the girl on the left will give you the List of key items in Generation IV, and the girl on the right will give you three Seals. Speak to the farmer's wife, and she'll reward you with 83. With the Miltank back to normal, the farmer will offer to sell you Potion, which restores 100 HP, for pdollar500. You can also buy milk by the dozen.
39 is a quiet, pastoral road that links 38 to Olivine City in the south. The Farm is located in the northwest part of the route.

This is the Bulbapedia walkthrough for Pokémon HeartGold and SoulSilver.
These pages follow the remade Nintendo DS iteration, not Pokémon Gold and Silver. The guide for those games can be found here.

Ecruteak City

Ecruteak City

Welcome to Ecruteak, a historical city where the past meets the present. The city is shrouded in mystery, as all but one of the region's legendary Pokémon have ties to the area. Unique landmarks include the Ecruteak Gym, Kimono Dance Theater, and the twin towers; the Burned Tower in the west, and the Bell Tower in the east.

Treasure Hunting

Visit the house next to the Gym, and speak to the man inside. He gives you the Dowsing MCHN, a handy tool that reacts to hidden items lying nearby.

Kimono Dance Theater

As you enter the building, one of the Kimono Girls is onstage, yelling at the Rocket Grunt for harassing her. Beat the troublemaker and he runs off, and an old man from the audience rewards you with HM03 (Surf) as you exit the stage.

Burned Tower

The charred, crumbling ruins of the Burned Tower can be found in the city's northwest district. Formerly known as the Brass Tower, it was once as majestic as the Bell Tower to the east. Built 700 years ago, it was said to be the roost of a silver-colored Pokémon. But 150 years ago, the tower was struck by a lightning bolt that ignited a fire that raged for three days. The silver Pokémon and the rainbow-hued Pokémon that roosted on the Bell Tower escaped to the skies unharmed, and a sudden downpour quenched the fire. The silver Pokémon flew off, while the rainbow Pokémon resurrected three nameless Pokémon that perished in the blaze before flying off as well.

1F

There are two people near the entrance who are investigating the ruins. One is Morty, the Ecruteak Gym Leader, and the other is Eusine, Morty's friend and researcher focusing on the legendary beasts. Both are well-versed in the local legends, and Eusine has even dedicated his life to tracking and meeting Suicune. He may be close to his goal, as three regal-looking Pokémon can be seen through the charred hole in the floor, standing motionless on the lower level. Once the two have explained the legend of the tower, head north to meet Silver.

Bell Tower

The Bell Tower is a sacred place, and is off-limits to all but a few people. Ecruteak's Fog Badge grants access to the building, but no higher than the first floor. A pair of special items are required to reach the rest of the tower.

Ecruteak Gym

The Mystic Seer of the Future

The Ecruteak Gym specializes in Ghost-type Pokémon. These spirits take serious damage from Ghost- and Dark-type attacks, and are usually unaffected by Normal- and Fighting-type attacks. It is recommended to bring a few Full Heals or Awakenings in order to disrupt his Haunter's Hypnosis-and-Dream Eater/Nightmare combo.

Ecruteak Gym
The Fog Badge

Defeated, Morty awards you the Fog Badge, which ensures obedience from all Pokémon up to level 50, and enables the use of Surf in the field. He also hands over TM30 (Shadow Ball) as a prize.

Route 38

Route 38

Route 38 is a tree-lined path that connects Ecruteak City to Route 39 in the west, near MooMoo Farm.

Route 39

Route 39

Route 39 is a quiet, pastoral road that links Route 38 to Olivine City in the south. The MooMoo Farm is located in the northwest part of the route.

Meet Baoba

When you approach the farm, you meet an old man named Baoba. He is the warden of the newly-constructed Safari Zone near Cianwood City, across the sea to the southwest. Swap phone numbers with him to receive a call when the park is up and running.

MooMoo Farm

The MooMoo Farm depends on its herd of Miltank to produce milk, but one of these cows has gotten sick. In order for it to recover, it must be fed a total of seven Oran Berries. Once its condition improves, speak to the two girls to receive a Seal Case and three sets of Seals as a reward. In addition, visit the farmer's wife to receive TM83 (Natural Gift). With things back to normal, the farmer begins offering Moomoo Milk, which restores 100 HP, for $500 per serving. They can also be purchased by the dozen.
