Galen (Japanese: ギジュ Guijeau) is Captain Phantom's second-in-command in Pokémon Ranger and the Temple of the Sea. He is voiced by Kenta Miyake in Japanese and Sean Reyes in English.
He was ordered by Phantom to attack the group when returning from the stream, in which his Beedrill used multiple Sludge Bomb and Pin Missile attacks. But Pikachu countered with a Thunderbolt, allowing them to escape.
He was later commanded again to attack, this time with the ship's Supersonic, which put all the surrounding Pokémon in a confused state. Later, after Kyogre destroyed the ship, Galen goes unseen until the closing credits.
During the credits, it's revealed he's sharing the same jail cell as his Captain.
