This is the Bulbapedia walkthrough for Pokémon HeartGold and SoulSilver.
These pages follow the remade Nintendo DS iteration, not Pokémon Gold and Silver. The guide for those games can be found here.

Route 9

Route 9

Route 9 connects the north side of Route 10 and Cerulean City to the west.

Cerulean City

Cerulean City

Cerulean City is a peaceful seaside city located in the north-central part of Kanto. As the Bike Shop has moved to Goldenrod City, the remaining landmarks include the Cerulean Gym and a mysterious cave on the edge of town.

Reclaim the Machine Part

Upon entering the Gym, you are nearly run over by a man in a dark uniform. He babbles aimlessly for a minute before running off. Follow him northward to confront him on Nugget Bridge.

Defeated, he gives up the location of the Machine Part. He claims that he hid it inside the Cerulean Gym. Search the pile of inflatable tubes near the back of the building to recover the stolen part.

Power Restored!

Power Plant

As thanks for recovering the machinery, the manager rewards you with TM57 (Charge Beam), a damaging move that may raise the user's Special Attack. With the region's power now running smoothly, it is possible to tie up some loose ends.

The Lost Item

Visit the Copycat's house in Saffron City, northwest of the Silph Co. building. She asks that you find her Poké Doll that she believes is lost in Vermilion City. Stop by the Fan Club and talk to the man with the "Clefairy" to retrieve the Lost Item. Return it to the girl to receive the Pass, the ticket needed to board the Magnet Train.

Radio Tower

Stop by the Kanto Radio Tower in Lavender Town and speak to the Director at the north wall on the ground floor. As the power was turned back on, he never lost his job. He gives you the EXPN Card for your Pokégear as thanks.

A Foreign Legendary

After collecting the Lost Item and exiting the Pokémon Fan Club, you are greeted by Steven Stone, Champion of the far-off Hoenn region. He asks if you have ever run across a Pokémon by the name of LatiasHG/LatiosSS. As it is a Pokémon more at home in Hoenn, he is trying to determine why it recently decided to visit Kanto. After hearing about it from Steven, you can use the Pokégear to track the roaming Pokémon.

Route 24

Route 24 consists of little more than Nugget Bridge.

Route 25

Route 25

Conversely, Route 25 has a multitude of Trainers to fight. When the others are defeated, talk to Ace Trainer Kevin to receive a Nugget, before he battles you as well.

Cerulean Cape

Upon reaching the cape, you find Misty with a date on the nearby hill. The guy gets scared off, and Misty starts to yell... until she spots your Johto League Badges. She tells you to visit the Gym, then heads back to town.

Bill's Cottage

Bill's grandfather is housesitting while he is away, and really wants to see several species of Pokémon. Show him the correct Pokémon to be rewarded with one of the hard-to-find evolution stones.

The Third Beast

After spotting it near Cianwood City, Mt. Mortar, Vermilion City, Route 14, and defeating Misty. Suicune will appear on the hill to the east of Bill's Cottage to await your challenge. Begin with Grass- and Electric-type moves to wear its health down quickly, then switch to Fire-, Water-, Ice-, and Steel-type moves to whittle its energy down further. If you fail to catch it, defeat the Pokémon League once more to find it in the basement of the Burned Tower.

Leader: Misty

The Tomboyish Mermaid

With her time off ruined, Misty has no choice but to return to the Cerulean Gym, which specializes in Water-type Pokémon. Grass- and Electric-type attacks will inflict heavy damage to these aquatic opponents, but avoid using Fire-, Ground-, and Rock-type Pokémon.

A wicked Thunderbolt can take out Misty's Golduck and Starmie, but be wary of Starmie's Recover. Her Lapras has additional weaknesses, including Fighting- and Rock-type moves. Her Quagsire is immune to electricity, but suffers massive damage when hit by Grass-type attacks. If Rain Dance takes effect, Water moves receive a 50% power boost while Thunder's accuracy rises to 100%.

Cerulean Gym
The Cascade Badge

Defeated, Misty awards you the Cascade Badge to mark your victory. She also hands out TM03 (Water Pulse) as a prize.

Route 5

Route 5

The rolling hills of Route 5 make it easy to reach the former Pokémon Day Care building. The old woman inside gives out a Cleanse Tag, which decreases the chance of encountering wild Pokémon when held by your lead party member.

Pass through Saffron City and go west to Route 7.
