The Pokémon Mansion in the northwest has been abandoned, having been destroyed by a Mewtwo that broke free of its prison and escaped. Fortunately, the Pokémon Lab next to the PokéCenter Center was spared, so the fossil resurrection experiment is still operational. This technological mecca is also home to the seventh Gym.
To the northwest is the Pokémon Mansion, a building left in ruins after Mewtwo broke free of its prison and escaped. Fortunately, the Pokémon Lab to the south was spared, so the Fossil resurrection experiment is still operational. The Cinnabar Gym is locked up tight, so Blaine is out of reach without the I.

The Cinnabar Gym is locked up tight, and without the List of key items in Generation I Trainers won't be able to challenge Blaine.  There's nothing else to do here now, so sneak into the Pokémon Mansion behind the lab.

Pokémon Mansion
The Scientist in the back is the one to see about reviving Fossils. Give him the Fossil to get an Omanyte, or the Fossil to receive a Kabuto; both are Pokémon that lived in the primordial ocean. Turning over the Fossil results in the Aerodactyl, king of the prehistoric skies.

Buried somewhere in these ruins is the List of key items in Generation I to the Cinnabar Gym.  Scattered throughout the building are journal entries describing the secret experiment that was conducted on the island, so don't forget to read up on Mewtwo that is said to have been created here.

Pokémon Mansion
The key to the Gym is lying around somewhere in the decrepit building. Also in the mansion are a handful of journal entries that describe the secret experiment that was conducted on the island. One of the obstacles between you and the I are the Pokémon statues scattered around. Each one has a hidden switch inside, which opens some doors and closes others when pressed. A handful of Burglars also prowl the wreckage for abandoned items, so be on guard.

Grab the Potion near the floor's southwest corner, and flip the statue switch. Follow the narrow hallway in the northeast to battle one last Scientist, and pick up a Vitamin and 22 on the way westward. The I is located in the final room.
Step inside the closest room for a Trainer battle, and 14. The final journal entry is also located here. Go all the way to the western wall for a Potion, and head back to the smaller room. Flip the switch to get into the narrow hallway and battle the last scientist.  Follow the path around to the left, picking up a Vitamin, 22, and finally, the List of key items in Generation I.  With key in hand, use an Escape Rope or Dig to reach the exit.

One Gym left after this.  Blaine specializes in Fires, so bring a team of Water- or Grounds. There's a strong chance of getting burned in this red-hot Gym, so bring some Status ailment healing items or Status ailment healing items along. It's possible to avoid all seven other battles by checking each area's quiz machine and answering the question correctly. But why waste the cash and experience?
The Cinnabar Gym specializes in Fire Pokémon, so Water-, Ground-, and Rock moves will deal the most damage. Avoid bringing Bug-, Grass-, and Ice Pokémon—unless those Ice types are Dewgong CloysterLapras. Play with fire and you are bound to get burned, so be prepared with a few Status ailment healing items just in case. Blaine enjoys riddles and puzzles, and uses this to test his challengers. Answering each question correctly unlocks the next door, allowing you to bypass each Gym Trainer.

Cinnabar Island

To the northwest is the Pokémon Mansion, a building left in ruins after a violent genetically-engineered Pokémon broke free of its prison and escaped. Fortunately, the Pokémon Lab to the south was spared, so the Fossil resurrection experiment is still operational. The Cinnabar Gym is locked up tight, so Blaine is out of reach without the Secret Key.

Poké Mart

Pokémon Lab

Meeting Room

In the Meeting Room, two of the three people are looking to trade. The old man will trade his Electrode for a Raichu, and the woman offers her Tangela for a Venonat.

R-and-D Room

In the Research-and-Development Room, the Scientist in the back will give you TM35 (Metronome), an attack that randomly executes any known move.

Testing Room

In the Testing Room, one of the Scientists is willing to trade his Seel for a Ponyta.

The Scientist in the back is the one to see about reviving Fossils. Give him the Helix Fossil to get an Omanyte, or the Dome Fossil to receive a Kabuto; both are Rock/Water Pokémon that lived in the primordial ocean. Turning over the Old Amber results in the Rock/Flying Aerodactyl, king of the prehistoric skies.

Pokémon Mansion

The key to the Gym is lying around somewhere in the decrepit building. Also in the mansion are a handful of journal entries that describe the secret experiment that was conducted on the island. One of the obstacles between you and the Secret Key are the Pokémon statues scattered around. Each one has a hidden switch inside, which opens some doors and closes others when pressed. A handful of Burglars also prowl the wreckage for abandoned items, so be on guard.

1F

Walk straight ahead from the entrance and climb the stairs to the second floor.

2F

Flip the switch inside the nearby statue and head to the northeast, where the first journal entry is lying on a table. Beyond that is a Calcium near the east wall. Climb the stairs in the northwest room.

3F

Head east through the north door to find an Iron. Flip the statue switch to open the south door, then jump off the smaller balcony to the right.

2F

Go west to find a second journal entry in the southwest room. Take the stairs near the statue to a separate area of the third floor.

3F

This area of the third floor holds a Burglar, a third journal entry, and a Max Potion.

2F

Flip the switch and climb the stairs in the northwest room.

3F

Approach the Scientist again, and jump off the larger balcony to the left to land on the first floor.

1F

Battle the Scientist, grab the Carbos, and take the stairs to the basement.

B1F

Fight the Burglar in the southern room, and pick up the TM14 (Blizzard) near the statue. The final journal entry is also located here. Grab the Full Restore near the floor's southwest corner, and flip the statue switch. Follow the narrow hallway in the northeast to battle one last Scientist, and pick up a Rare Candy and TM22 (SolarBeam) on the way westward. The Secret Key is located in the final room.

POKéMON GYM
LEADER: BLAINE

The Hot-Headed
Quiz Master!

The Cinnabar Gym specializes in Fire-type Pokémon, so Water-, Ground-, and Rock-type moves will deal the most damage. Avoid bringing Bug-, Grass-, and Ice-type Pokémon—unless those Ice types are also part-Water. Play with fire and you are bound to get burned, so be prepared with a few Burn Heals just in case. Blaine enjoys riddles and puzzles, and uses this to test his challengers. Answering each question correctly unlocks the next door, allowing you to bypass each Gym Trainer.

Question Correct answer
Caterpie evolves into Butterfree? Yes
There are 9 certified Pokémon League Badges? No
Poliwag evolves 3 times? No
Are thunder moves effective against ground element-type Pokémon? No
Pokémon of the same kind and level are not identical? Yes
TM28 contains Tombstoner? No
Cinnabar Gym
The Volcano Badge

Upon his defeat, Blaine awards you the Volcano Badge, as well as TM38 (Fire Blast). This Badge also heightens your Pokémon's Special stat.

With the Cinnabar Gym defeated, surf north from the pier to reach Route 21.

Route 21

Route 21

The waterbound Route 21 is a quiet route that connects Cinnabar Island to Pallet Town. Before continuing on to the final Gym, there are some missing items and Pokémon that you can get, and there is another legendary Pokémon to find. To begin, fly to Vermilion.

Vermilion City

In here you can surf to the house next to the Pokémon Fan Club house to get a hidden Max Ether. Then, fly to Celadon.

Celadon City

You might be interested in getting a Poliwhirl, specially when you can trade it in order to fill your Pokédex. Just go to the pond and fish it in there. After that, just fly to Cerulean.

Cerulean City

You can fish inside the Pokémon Gym. Go to the house next to the Pokémon Center and talk to the old man to trade a Poliwhirl for his Jynx. From here you can travel east and re-visit Route 10.

Route 10

To reach the Power Plant, venture east from Cerulean towards Rock Tunnel, then surf south along the river. It's not far to the end, where a lone PokéManiac is hanging around outside the building.
