Vista Lighthouse is located on the far southeast side of Sunyshore City.
Here you will find Volkner, the Sunyshore Gym Leader.
Talk to him in order to be able to access the Gym and challenge him.
Sunyshore Gym
The Sunyshore Gym specializes in Electric-type Pokémon and features a three-room design with gigantic gears and rotating platforms operated by buttons.
You must navigate the correct sequence of platforms to progress through the gym.
Ground-type moves are super-effective against Electric types.
Special attackers are also useful to avoid getting paralyzed by the Static ability
Volkner team isn't just made up of Electric-type Pokémon.
He opens with Raichu which can paralyze with Static and counter Ground-types with Surf.
Ambipom is fast with Technician boosting its moves; a strong Fighting-type Pokémon should finish it quickly.
Octillery is a Water-type and can be easily countered with Grass or Electric-types.
Luxray at level 49 is his ace and hits very hard with Electric, Ice, Dark and Steel attacks.
Use Ground-type moves to deal super-effective damage to all his Pokémon.
Upon defeating Volkner, you receive the Beacon Badge and TM57 (Charge Beam) x5.
The Beacon Badge is Sinnoh's eighth and final gym badge and enables the use of Waterfall as a field move.
Route 223 is a marine route that requires traveling around jutting rocks and sandbars, connecting Sunyshore City to the Pokémon League.
The route is dominated by Water-type trainers, including Swimmers and a Sailor.
Bring Electric- or Grass-type Pokémon to handle the Water-type encounters.

Upon entering the cave, cross the bridge straight ahead.
You can climb down to get TM41 (Torment) to the Northwest, otherwise continue East.
Here you can go down the stairs and go North across the bridge to find a Full Heal.
Then take the bridge North, up the stairs and climb down.
Continue West, then North and take the stairs up to the second floor.
In this room you need to use Rock Smash, Strength and your bicycle to pass the obstacles.
When you enter, the pass to the West leads to a Full Restore and Max Ether.
Otherwise, continue South and then East to reach an intersection.
By continuing East you find a Full Restore and TM71 (Stone Edge).
Otherwise go North at the Southern inserction and take the stairs back to the first floor.
Go East and climb down.
Then contiue West, North, East and take the stairs down to B1F.
Go East, surf on the water down the stairs to the Northeast.
From here you can go Southeast to find a hidden Pearl on a rock before the stairs.
Then continue South and then West to go up the stairs to the first floor to find a Rare Candy and a hidden Max Revive on a rock.
Then go back to the previous room and continue North, go up the waterfall and then West.
At the intersection you can go down the waterfall to the South to find TM59 (Dragon Pulse).
Then go back up the waterfall, West and South to take the stairs back to the first floor.
Go all the way to the west and then South to find a Razor Claw
Backtrack to the intersection and go South, then West, climb up and continue West to reach the stairs to the second floor.
Push first the rocks on the sides and then the one in the middle and take TM79 (Dark Pulse).
Go back from where you came, climb down and continue East until you reach another wall that can be climbed.
Climb up and continue North to find the exit.
After exiting Victory Road, you will arrive at the entrance to the Pokémon League.

Upon exiting the Victory Road, surf and climb the waterfall.
The Pokémon League is housed in a Gothic cathedral-like castle.
Inside, you will face the Elite Four members in sequence, followed by a final battle against Champion Cynthia.
