(I checked in HGSS, the old woman there does NOT state to be Grandma Wilma. Considering the same time that the games take place, it's unlikely that she's her. Changed that into a trivia.)

Wilma or Grandma Wilma (Japanese: タツばあさん Grandma Tatsu) is a move tutor in Diamond, Pearl, and Platinum. She lives on the northern, foggy stretch of Route 210.

Previously, she lived in a famous city of Dragon Tamers, and due to this, she is able to teach the move Draco Meteor to the player's Template:Type2 Pokémon if its friendship is maxed out.

In the anime

Her only anime appearance was in A Meteoric Experience!. Ash and friends witnessed her teaching an Altaria the attack Draco Meteor from the forest and asked if she would demonstrate how Draco Meteor worked.

Later, a wild Gible shows up that Wilma apparently knew and explained that it wished to learn Draco Meteor.

She is voiced by 上村典子 Noriko Uemura in Japanese.

Training

Altaria
Wilma was training this Altaria in A Meteoric Experience!. Because of its great power, it was kidnapped by Team Rocket. But Altaria managed to damage their machine to the point where it was unable to move. It was later rescued by Gible.

Altaria knows Draco Meteor, Ice Beam and Flamethrower.

Wilma befriended a wild Gible that was trying to learn Draco Meteor for a long time. Even though Gible can be savage, Wilma is able to tame this wild Pokémon with massages. It left Wilma and began to follow Ash.

Prior to it leaving Wilma, its known attacks included Dig, Draco Meteor, and Dragon Pulse.
