In the games
In Generation III, Phoebe is the second member of the Hoenn Elite Four.
Phoebe is the second of the Elite Four. Her strategy is to confuse and confound with Pokémon she considers undefinable.
Most of her five Pokémon are pure Ghosts, with the exception of Sableye. She apparently has a grandmother at Mt. Pyre and she hopes she's doing well. It is unknown who her grandmother is, but it is quite likely that she is the old lady the guards the Red Orb and the Blue Orb at the top of Mt. Pyre.
She also claims to have the ability to communicate with Ghost Pokémon, presumably in a similar fashion that Psychic trainers communicate with their Pokémon through telepathy (i.e. Anabel, Sabrina etc.)
