Walkthrough:Pokémon Ruby and Sapphire/Part 23
These pages follow the original Game Boy Advance iteration, not Pokémon Omega Ruby and Alpha Sapphire. The guide for those games can be found here.
Littleroot Town
Home
To New Horizons
When the game resumes, you find yourself back home in Littleroot Town. Walk downstairs to find your mother and father. It's been a while since Norman has seen you, and he mentions how you're looking stronger now. But he promises not to give up on his own training! He hands you a piece of mail from Mr. Briney, which holds an S.S. Ticket. This ticket allows the holder to board a ferry called the S.S. Tidal. Norman mentions that there are ferry ports in Slateport City and Lilycove City, and encourages you to visit the Battle Tower to continue your training. He says goodbye to you and Mom for now before returning to the Petalburg Gym.
The Flying Pokémon
Once Norman leaves, be sure to examine the TV to watch a special news bulletin. It highlights recent reports of a mysterious flying Pokémon spotted in various locations across Hoenn. According to this bulletin, the Pokémon's identity is unknown, but it does mention that it is colored blueR/redS. After viewing this report, the Legendary Pokémon LatiosR/LatiasS can now be encountered as it roams across Hoenn.
The Pokémon is a speedy creature, and moves to a new area each time that you do. It will attempt to flee as soon as you encounter it, but fortunately the Pokédex then tracks its movements. It is best to begin searching for it from a city connected to several routes, like Mauville City or Rustboro City. Exit and re-enter the city enough times, and the Pokédex will eventually show its location within walking distance. Use Repels to avoid other Pokémon and go searching in the tall grass. A faster Pokémon in the lead position can use a trapping move, like Mean Look, to prevent escape; a Wobbuffet with the Shadow Tag Ability will have the same effect.
Slateport City/Lilycove City
Harbor
Fly back to either Slateport City or Lilycove City, then visit the harbor building. Speak to the attendant to present your ticket, and she asks where you would like to go. The ferry also travels between the two cities, but it's time to set sail for the Battle Tower!
S.S. Tidal

Captain Stern's ferry, the S.S. Tidal, usually carries passengers on its main route between Slateport City and Lilycove City, but it also travels to other locations. When moving between the two cities, there are many Trainers onboard who are ready to battle!

There are eight cabins on the upper level, with four on each side of the ship. The S.S. Ticket has reserved Cabin 2, with the blue bedding, for you. This bed can be used to rest your Pokémon. In the time it takes to do so, the ship will have arrived at its destination.
Mr. Briney and Peeko can be found near the row of cabins opposite the entrance. The two are happy to be back out on the seas, and even more so now that Mr. Briney has been made the ship's honorary captain!
B1F
The lower level holds a storage area. There is plenty of room to hold a battle or two, and the hardworking Sailors here will happily oblige.
Battle Tower

The Battle Tower is a battle facility located in the southeastern sea, far to the south of Sootopolis City. It was built to provide a challenge to all those able to defeat the Pokémon League, with the best and brightest Trainers from across the region competing to determine who among them is the strongest. Challengers push on through seven battles in a row, with three Pokémon per side, and levels of either 50 or 100 depending on the chosen mode. No two Pokémon used by the same Trainer can be holding the same item.
Restrictions
Nearly all Pokémon are available to participate, however there are certain restrictions.
Prizes
Prizes are earned after each seventh victory. A single, random item is awarded based on the length of the challenger's winning streak.
- The first several prizes are awarded for wins 7-35 and will each be a random Vitamin: HP Up, Protein, Iron, Calcium, Zinc, or Carbos.
- Subsequent prizes are awarded for 42 or more consecutive wins, and will each earn a random held item: Leftovers, White Herb, Quick Claw, Mental Herb, BrightPowder, Choice Band, King's Rock, Focus Band, or Scope Lens.
Awards
After reaching a winning streak of a certain length, special prizes are awarded. At 50 consecutive wins, you receive a Silver Shield; at 100, you receive a Gold Shield. Both are decorations for use in your Secret Base. Upon reaching 56 straight wins in Level 50 mode, a Winning Ribbon is awarded to all participating Pokémon. Finally, upon reaching 56 straight wins in Level 100 mode, a Victory Ribbon is awarded to all participants.
Route 131

Sky Pillar
Sky Pillar is the name of a tower located on an island in Route 131, built ages ago for the veneration of a Legendary Pokémon that lives far above in the heavens. The age of the building has left several ares of flooring unstable, which makes the Mach Bike necessary to reach the apex.

Entrance, Exterior
Enter the cave opening on the side of the island and follow the tunnel to reach the top. Go north to reach the tower itself.
1F
Rocky debris blocks the tower's east side, so take the west side instead to reach the stairs.
2F
The second floor is the first with unstable flooring. Use the Mach Bike to speed over these areas in a clockwise direction to continue on.
3F
Move in a counter-clockwise direction and climb up the northeast stairs.
4F
Things get tricky on the fourth floor, where you must stop cycling on either of the two cracked tiles on the north side of the area. This causes you to fall back down to the previously-inaccessible north-central part of 3F.
3F (North-Central)
Climb the stairs to the north.
4F (Northwest)
Go west and climb the stairs to 5F.
5F
Move in a counter-clockwise direction and climb the northeast stairs to reach the apex.
Apex
Atop the tower, you find the Legendary Pokémon beyond one final stairway. Be sure to save the game, as there is only once chance to catch it!
VS Rayquaza
At level 70, the Legendary Rayquaza is the highest-leveled Pokémon to be found, and easily warrants the use of a Master Ball. Otherwise, it would be best to bring your own Pokémon of a similar level with high physical Defense to counter it. Begin with Ice-, Rock-, and Dragon-type attacks to wear its health down quickly, and consider lulling it to sleep so that it cannot restore its HP with Rest. Follow up with Grass, Fire, and Water moves to weaken it further. Beware of its strongest attack, Outrage: after rampaging for several turns, it causes the Pokémon to become confused from fatigue. Although it can deal heavy damage to its target, in its confusion it could end up attacking itself!
Having tied up all loose ends, the final remaining task is to complete the Pokédex. Pokémon Ruby and Sapphire brought the total number of Pokémon up to 386, so there is plenty of training left to do!
