Looming Shadow of Kanto (Japanese: カントーに潜む悪だくみ) was a villain event in Pokémon Masters EX. It served as a prelude to the Kanto chapter of the Villain Arc, featuring battles against Team Rocket. It was one of the Kanto villain events, the other being Spreading Shadows.
During this event, players could earn vouchers from battles against Team Rocket that could be redeemed in the shop for rewards, including Legendary Spirits that could be used to raise Giovanni & Mewtwo to 6★ EX. Obtaining a certain number of vouchers would reward players with a medal. All battles could be challenged an unlimited number of times except Daily Extreme Battle 1, which could only be challenged once per day.
This event featured the Battle Challenge, where players were challenged to defeat a team of strong opponents. Players could complete event missions by clearing these areas with teams using various theme skills, earning medals and other rewards.
All sync pairs with the Kanto theme skill received a bonus to their Attack, Defense, Sp. Atk and Sp. Def stats when used for this event, with the amount of the bonus varying between areas.
First run
The event first ran from September 16 to October 16, 2021. The "Red Poké Fair Scout" gave players an increased chance of recruiting Red & Snorlax from the beginning of the event to October 30, 2021, and the "Blue Poké Fair Scout" gave players an increased chance of recruiting Blue (Classic) & Aerodactyl from September 18 to October 30, 2021. In addition, Giovanni & Mewtwo received their EX style in conjunction with the event.
In this run, players could earn Event Vouchers S from battles, with 2,000 Event Vouchers S required to complete Mission 7. Event missions rewarded players with Gems and Battle Points for completing any of these battles a certain number of times, and the Battle Challenge mission rewards included a Strike and a Support Move Candy Coin.
Additionally, the music and artwork on the title screen were different than usual. From September 14 to October 16, 2021, the title screen artwork depicted Giovanni, Mega Mewtwo Y, Red, Gigantamax Snorlax, Blue, and Mega Aerodactyl. The background music wasBattle! (Giovanni) (Pokémon Masters EX Version). In addition, the set of Trainers that could be scrolled through on the download screen were changed to feature sync pairs from Kanto from September 30 to October 16, 2021.
Second run
The event reran from February 17 to March 7, 2022. The "Red and Blue Poké Fair Scout" gave players an increased chance of recruiting Red & Snorlax and Blue (Classic) & Aerodactyl for the duration of the event.
In this run, players could earn Event Vouchers J from battles, and the amount of vouchers received as completion and battle rewards was increased. Only 1,000 of these vouchers were required to complete Mission 7.
If the player had already raised Giovanni & Mewtwo to 6★ EX, they could not do anything with his custom Legendary Spirits; so, an exchange was included in the shop to revert the Legendary Spirits back into Event Vouchers J. Performing this exchange counted as obtaining more Event Vouchers J for the purposes of Mission 7.
Third run
The event reran again from March 7 to 27, 2023. In this run, players could earn Event Vouchers Z from battles, and the amount of vouchers received as completion rewards was increased even more. Once again, 2,000 of these vouchers were required to complete Mission 7. In addition, the mission rewards were changed to only award Gems and medals. Everything else was the same as the previous run.
Fourth run
The event ran for a fourth time from June 19 to July 3, 2024. The "Triple Feature Poké Fair Scout" gave players an increased chance of recruiting Red & Snorlax, Anabel & Snorlax, and Elaine & Eevee from the beginning of the event to July 1, 2024. In conjunction with this scout, Red & Snorlax and Anabel & Snorlax received unlockable EX roles, and Red & Snorlax's sync grid was expanded with new grid tiles that could be unlocked at move levels 2, 4, and 5.
In this run, players could earn Event Vouchers K from battles, and the amount of vouchers received as completion and battle rewards was once again tweaked. Everything else was the same as the previous run.
Plot
Trista greets the player as they enter the Pokémon Center and warns them that Team Rocket is becoming active on Pasio. She asks them to keep an eye on their Pokémon and personal belongings, and she hopes this will be resolved soon so everyone can be at ease.

Trivia
- Looming Shadow of Kanto and Spreading Shadows were the only villain events to have a title screen consisting of several distinct parts, rather than a single image. This allowed the title screen to play a simple animation on start-up similar to the standard title screen.
- During the first two runs of this event, it was classified as a villain event prelude (Japanese: 悪の組織イベント 序章) rather than just a villain event.
- In Japanese, it was was classified as a (Japanese: 悪の組織イベント 前編) from the second run onwards.
- Looming Shadow of Kanto and Galactic Nightmare were the only two villain events to contain area info for non-battle stages.
