Route 28 (Japanese: 28ばんどうろ Route 28) is a route located in western Kanto, bordering eastern Johto. It connects the Pokémon League Reception Gate in the east to Mt. Silver in Johto in the west.

Route description

From the Pokémon League Reception Gate, Route 28 heads southwest, passing through a gap in a ledge before turning west into a strip of tall grass containing wild Pokémon. The narrow strip, bordered at points by a pair of small ponds, turns north after passing a small pond to its north. Route 28 forms an upside down "U" at this point, returning west at the other end. The path of the route continues through a series of intermittent grass patches before turning southwest as the route enters Johto.

The route turns west, then northwest as it approaches one of the few rural Pokémon Centers in Johto. The route continues northwest along the bank of another pond (which separates Route 28 from a small area of the route) before turning north to meet the entrance to Mt. Silver.

Pokémon Center area

Trainers who can use Cut can head east of the Pokémon Center onto a private northern path. After removing two trees (one tree in Generation IV), access to a house along the path is unhindered. In this house is the same reclusive celebrity from Route 16 in the Generation I games and Pokémon FireRed and LeafGreen, who will give Trainers TM47 (Steel Wing) in exchange for keeping her whereabouts under wraps.

The route continues east past the house to a dead end, where a hidden Rare Candy can be found.

Differences among generations

In Pokémon HeartGold and SoulSilver, after entering the Hall of Fame and boarding the S.S. Aqua, the battle music changes from the Johto style to the Kanto style. This change was not present in the original Pokémon Gold and Silver nor in Pokémon Crystal. This also occurs in the Tohjo Falls, Victory Road, Routes 26 and 27. This is because the game uses an internal flag that actually performs the switch in all of Kanto, not just these locations (hence why the player would never find out about the change on Route 28 and mainland Kanto if they didn't access the locations via tweaking or cheating prior to the change).

Like on Route 27 in Pokémon HeartGold and SoulSilver, the player is unable to fly to Johto from this route but can fly to both Kanto and Johto from Route 26 and the Indigo Plateau. In Generation II, the player cannot fly to Johto from anywhere in Kanto, which includes Routes 26 to 28 and the Indigo Plateau.
