Tin Tower

The Tin Tower is a sacred place, and is off-limits to all but a select few people. Ecruteak Gym's Fog Badge gets a Trainer inside the tower, but no higher than the first floor. By the time you catch all three legendary beasts and enter the Hall of Fame, the glorious, rainbow-colored Pokémon has finally returned to its former roost.

Speak to the middle Sage to receive the Rainbow Wing. Just then, a set of stairs to 2F appears.

3F

Beginning on the third floor, the tower features a series of ramps to confound any intruders looking to use the Legendary Pokémon for nefarious deeds. Pick up the Full Heal in the southwest corner, then move around the floor in a large S-shape to reach the stairs in the northeast.

4F

Go south and jump the first ramp, then take the western path to reach an Ultra Ball. Continue southward and pick up the PP Up in the southeast corner. Head west to reach an Escape Rope, then climb the northwest stairs.

5F

Jump over the five ramps along the north wall to reach the northeast corner, then move south and west to find a Rare Candy at the central pillar. Take the southeast path to reach the stairs in the southeast corner.

4F

Move westward to the southwest area, then pass by the pillar again and climb the northwest stairs.

5F

Jump eastward over the first two ramps, then jump the one to the south. Move westward over the next two ramps, then turn south to reach the south-central stairs.

6F

The sixth floor serves as a transition between the tightly-packed ramps on the lower floors and the far-flung warp panels above. Pick up the Max Potion next to the pillar, then move counter-clockwise along the path to reach the western stairs.

7F

Step on the northern warp panel to reach the central area, then take the next one to reach the eastern part of 9F. There are two warp panels to the south. Take the one on the right first; this leads to the dead-end central part of 8F and a Max Elixer. The one on the left leads to the dead-end southern part of 8F and a Nugget. Backtrack to the northern warp panel on 7F, then pick up the Max Revive in the northeast corner. Head south and take the southern warp panel to the west side of 8F.

8F

Step on the southern warp panel to reach the north side of 9F. Grab the HP Up there, then take the western warp panel to the north side of 8F. Pick up the Full Restore in the northwest corner, then step on the north-central warp panel to be transported to the central part of 9F.

9F (Center)

Climb up the final staircase to reach the rooftop.

Rooftop

VS Ho-Oh

The rainbow-colored Ho-Oh has returned to its perch! Begin with Water- and Electric-type attacks to wear its health down quickly, then follow up with Fighting-, Fire-, Steel-, Grass-, and Bug-type moves to chip away at it even further. As Ho-Oh can restore its HP with Recover, consider inflicting status ailments like Sleep and Paralysis to restrict its movements. Be sure to bring along some healing items as well.

Whirl Islands

The Whirl Islands are connected underwater by a sprawling network of dark caves, where seawater and boulders restrict movement in certain areas. Despite being first seen on the initial visit to Route 41, it was impossible to fully explore the area without the field moves Surf, Strength, and Whirlpool, and difficult to do so without Flash, as well. Visitors may enter from any of the four islands, but those looking for the immense, silver-colored Pokémon should enter from the northeast island. By the time you receive the Silver Wing, the Legendary Pokémon has appeared in the deepest chamber.

Via the Northwest Island

1F (Northwest)

Use Flash to illuminate the area, then climb down the ladder.

B1F

Go south from the ladder to reach a Carbos, then climb down the ladder on the ridge to the southeast.

B2F

Collect the two items, a Max Elixer to the west and a Full Restore to the east, from atop the waterfall and return to B1F.

B1F

Head northwest to return to the first ladder, then go south from the rocky ridge to reach another Full Restore atop the ledge. Turn east and walk across the north-central ledge; walk down the second stairway and go left to find a Nugget. Head east and jump over the pair of ledges, then climb up the ladder.

1F (Northeast)

Pick up the Ultra Ball on the rocky ridge, then climb back down the same ladder.

B1F

Go southwest from here, jumping over two ledges along the way. Grab the Escape Rope to the southeast of the cave opening. The nearby boulder cannot be moved from this side, so climb the ladder to the southwest instead. The entrance from the southwest island is located to the south.

Via the Southwest Island

1F (Southwest)

Use Surf to move east from the entrance. Pick up the Ultra Ball and climb down the ladder.

B1F

Go northeast, then south to reach the rocky ridge in the southeast area. Grab the Calcium here and climb up the ladder.

1F (Southeast)

The entrance from the southeast island is located to the south.

Via the Northeast Island

1F (Northeast)

Jump over the first ledge, then continue eastward and jump the northern-most of the next two ledges. Climb down the ladder in the northeast corner.

B1F

Move southwestward along the rocky ridge and climb down the next ladder.

B2F

Collect the Max Revive to the west. Use Surf, then ride down the waterfall to the southeast. Enter the cave opening to the west to find the Legendary Pokémon.

B2F (Inner)

VS Lugia

The silver-colored Lugia has appeared! Begin with Rock-, Electric-, Ice-, Ghost-, and Dark-type attacks to wear its health down quickly, then follow up with Grass-, Psychic-, and Fighting-type moves to chip away at it even further. As Lugia can restore its HP with Recover, consider inflicting status ailments like Sleep and Paralysis to restrict its movements. Be sure to bring along some healing items as well.

Climbing the ladder to the south of Lugia's chamber leads through a series of tunnels to the cave opening in the middle of B1F. Using an Escape Rope will be a faster way to exit the cave.

Via the Southeast Island

Entering from the southeast island ultimately leads to the southwest island's entrance. The only items accessible from this direction are a Calcium and an Ultra Ball, both of which will have been already obtained by this point.

Mt. Mortar is an optional cave to enter, but contains many valuable items and Pokémon. Although it could be entered on the initial visit to Route 42, it was impossible to fully explore the area without the field moves Surf, Strength, and Waterfall, and difficult to do so without Flash, as well. Be sure to leave an empty slot in your party!

Upper level (via Middle Entrance)

Entrance

Use Surf to swim northward, then use Waterfall to climb the wall of water. Pass through the opening in the north wall to reach the Upper Cave.

Upper Cave

Go west and use Surf; a Rare Candy can be found to the southwest. Pass by Super Nerd Hugh on the southern ridge and use Surf again to reach the southeast area. Pick up the Max Potion on the southeast ridge, then surf across the east-central pool and turn west. Cross the west-central pool, pick up TM40 (Defense Curl) from the central ridge, and continue to the northeast area. Grab the Escape Rope from the northeast ridge and turn westward. Collect the Dragon Scale from the western ridge, then jump the western ledge to reach an Elixer. Surf across the pool and climb the ladder down to the Lower Cave.

Lower Cave (Northwest)

Go south to reach an Iron, then move northeastward along the ridge. The path diverges here; visit the eastern area first to get a Max Potion in a tunnel to the southwest, then turn west and go down the stairway. Pick up the Max Revive to the southwest, then move towards the northwest corner. Turn south and climb down the ladder to the Basement.

Basement

Head east to meet a Blackbelt nicknamed the Karate King. Kiyo is head of the Fighting Dojo in Kanto's Saffron City. He has been in training here since the dojo lost its bid to become an official Pokémon Gym to their rivals in the Saffron Gym. Defeat him and his two Fighting-type Pokémon, and if you have space in your party, he rewards you with a Tyrogue. Depending on its stats, Tyrogue can evolve into one of three Pokémon—Hitmonlee, Hitmonchan, or Hitmontop—when it reaches level 20.

Head south, use Strength to move the boulder, and step out into the water. Surf to the southwest corner, then cross the pool of water here to get a Carbos. Surf out into the larger pool and collect the PP Up between the two south-central ridges. Sail all the way up to the northeast corner to reach a Max Ether, then turn south. Pick up the Hyper Potion from the nearest ridge and continue southward. Grab the Full Restore from the southeast ridge, then climb up onto the ridge to the west and take the ladder back up to the Entrance. The exit is located to the south.
