Justy is the [[Gym Leader]] of the [[Pre Gym]] in Phenac City.  Truthfully speaking, the Pre Gym shouldn't technically be considered a Gym because it's not sponsored by a [[Pokémon League]] and doesn't hand out a [[Badge]] to winners.  However, it appears that Orre doesn't have a Pokémon League of its own due to the scarcity of wild Pokémon and an overall lack of civilization. So the Pre Gym can be considered the closest thing Orre has to a proper [[Pokémon Gym]].
