The Rocket Scout (Japanese: 勧誘のばあさん Solicitor Old Lady) is a character of the day who appeared in Dues and Don'ts. Her job is to find worthy candidates for Team Rocket members.
The Scout recruited Jessie, James, and Meowth back into Team Rocket after looking in the computer system and realizing they weren't in it. When the trio discovered that their membership with Team Rocket had expired, they were shocked.
Initially, she presented them with a Delibird in a cage with a recorded message, claiming that she had "caught ever so many of this Pokémon", so she was "leaving it here" for them to catch. After they defeated it, she asked them to join the real Team Rocket, as they were clearly "fake, phony frauds".
