Brandy is a Pokémon Trainer persona who travels across many regions in the Pokémon world in order to train Pokémon, engage with the legends and myths, compete at the Pokémon League and become a Champion. Brandy's travel log typically activates as a second playthrough of a version as an alternative to the first one.
The starter Pokémon Brandy picks is the alternatively different to the first choice made by Brandt in the same versions. For example, Brandt's choice in Pokémon FireRed is Charmander, and therefore Brandy picks Squirtle in the same game in an alternative playthrough. That also applies to the caught Pokémon on the regular party.
