The Dragon That Rules the Sky (Japanese: 天空を統べる竜 The Dragon That Rules the Sky) was the third legendary event in Pokémon Masters EX. It was focused on the sync pair Zinnia & Rayquaza. This pair could be teamed up with by completing the final story area of the event, A New Beginning.
This story was added to Legendary Adventures on December 14, 2021.
First run
The event first ran from January 30 to February 14, 2020. The "Kukui Spotlight Scout" gave players an increased chance of recruiting Kukui & Lycanroc for the duration of the event.
In this run, players could earn custom vouchers by completing single-player and co-op battles. Unlike most event items, these vouchers were not exchanged for coins at the end of the event period, as they were intended to be used during reruns of the event. Completing battles also allowed players to earn custom items to unlock moves, unlock passive skills, and increase the level cap of Zinnia & Rayquaza.
In single-player mode, players could alternate completing story areas and event battles until reaching the battle "The Sky-Rending Dragon, Part 2". The final story area of the event, A New Beginning, was not unlocked until the player had collected 100 Custom Vouchers 3. After completing this story area, players could access additional battles against Team Break.
Vouchers earned during battles could be exchanged in the shop for various items. Custom Super Vouchers 3 could be exchanged for limited-time ★ Power-Ups and various items used for unlocking sync pairs' level caps. Custom Vouchers 3 could be exchanged for Custom ★ Power-Ups for Zinnia & Rayquaza and additional copies of this sync pair, but they could only be exchanged after completing A New Beginning.
Additionally, a series of three Mission Bingo cards were made available alongside this run. They were called The Dragon That Rules the Sky I, The Dragon That Rules the Sky II, and The Dragon That Rules the Sky III, and they had to be completed in succession: The Dragon That Rules the Sky III was not unlocked until The Dragon That Rules the Sky II was completed, which was not unlocked until The Dragon That Rules the Sky I was completed. The missions had a wide variety of objectives, such as leveling up Zinnia & Rayquaza, completing event battles with Zinnia & Rayquaza on the team, and using sync moves to complete event battles. These missions primarily rewarded custom vouchers and custom items for Zinnia & Rayquaza, but some awarded co-op sync orbs and other items that could be used on any sync pair.
Second run
The event ran for a second time from November 1 to December 7, 2020. The "Kukui and Olivia Spotlight Scout" gave players an increased chance of recruiting Kukui & Lycanroc and Olivia & Lycanroc from the beginning of the event to November 11, 2020.
In this run, the structure of the event was significantly altered. The custom vouchers were replaced with Legendary Prize Coins A, which could be used to draw items from a prize box pool. If the grand prize was drawn from the prize box, players could advance to the next prize pool. The grand prizes in the prize box included 3★ Level-Up Manuals, co-op sync orbs, 5★ Scout Tickets, a 3★ Tech Move Candy, a 4★ Strike Move Candy, and a Strike Move Candy Coin. Extra Prize Coins were automatically exchanged with coins once the event was finished.
Area info also differed from the first run. The single-player battles against Team Break did not return. The co-op battles were reworked into two additional single-player battles that were unlocked after completing A New Beginning, which was now unlocked immediately after completing "The Sky-Rending Dragon, Part 2". As Zinnia & Rayquaza could now be powered up using regular sync pair items, their custom items could no longer be obtained as rewards from battles.
The mission bingo cards did not return, replaced with a set of 9 standard event missions. A 1★ medal was added as an event mission reward for completing A New Beginning, while the other event missions awarded Gems and 3★ Level-Up Manuals. These missions involved completing battle areas in the event a certain number of times.
Initially, the event did not include any kind of exchange shop, which meant players did not have any way to obtain additional copies of Zinnia & Rayquaza or their Custom ★ Power-Ups. On November 11, in response to backlash that arose from this decision, an exchange shop was added to allow players to exchange Legendary Prize Coins for these items. If the player had already raised Zinnia & Rayquaza to maximum potential, additional exchanges were available to convert their Custom ★ Power-Ups into 5★ Power-Ups or 3★ Power-Ups. In addition, 1000 Legendary Prize Coins A were distributed to all players, which was the exact amount it cost to obtain the maximum amounts of Zinnia & Rayquaza's Custom ★ Power-Ups and additional copies of the sync pair.[1]
Third run
The event ran for a third time from April 8 to May 18, 2021. Zinnia & Rayquaza's sync grid was expanded in conjunction with the event, and the "May and Brendan Spotlight Scout" gave players an increased chance of recruiting May & Mudkip and Brendan & Treecko from the beginning of the event to April 22.
In this run, the overall structure was the same as the previous run. Legendary Prize Coins G could be used to make pulls from the prize box, and the grand prizes now included 3★ Level-Up Manuals, co-op sync orbs, 5★ Scout Tickets, Custom ★ Power-Ups for Zinnia & Rayquaza, and a Support Move Candy Coin. The stamina cost for most battles was lowered, and the Prize Coin reward amounts for each battle were tweaked.
The event missions were mostly the same as the previous run, but some missions had their objectives and rewards changed. Players could now receive three additional copies of Zinnia & Rayquaza as rewards for leveling up the sync pair to certain levels, and a fourth additional copy for completing all other missions.
As additional copies of Zinnia & Rayquaza and Custom ★ Power-Ups for the sync pair could now be obtained in other ways, the shop now contained only the exchanges where players could convert their Zinnia & Rayquaza Custom ★ Power-Ups into 5★ Power-Ups or 3★ Power-Ups.
Plot
The event begins with Zinnia trying to locate Rayquaza at the glaciers.
At the Pokémon Center, Trista warns the player that there have been sightings of an unknown Dragon-type Pokémon near the glaciers. She claims that the Pokémon does not seem to have a Trainer, and is attacking anyone who comes near it.
Then player meets Professor Kukui at the glaciers, who has also come after having heard news of this Pokémon. He wonders why it is here with no Trainer and remarks that this is not the first time a lone Pokémon has suddenly appeared.
Zinnia then attacks out of nowhere. Kukui is surprised at the attack but Zinnia rebuts that she was attacked earlier by Team Break. Kukui reassures her that they are not with Team Break, but Zinnia still battles them to prevent them from passing through.
After the battle, Zinnia admits that she is here for Rayquaza. Kukui wants to help her in case Team Break reappears, but Zinnia asks them to stay out of the way and heads off. Concerned, they follow after her.
Although they are not interrupted by Team Break on the way, Kukui is still worried that Rayquaza will be too strong for Zinnia alone. When Rayquaza attacks, Kukui and the player help to protect Zinnia and her Salamence. Kukui heals Salamence. Zinnia then reveals that her reason for approaching Rayquaza is because she was previously unable to fulfil a mission to save the world with Rayquaza. When she had heard Rayquaza was in Pasio, it had felt like a second chance to her.
Reluctantly, Zinnia agrees to enlist the help of Kukui and the player. After they defeat Rayquaza, Zinnia opens her heart and asks Rayquaza to lend her its strength so that she could one day fulfil her mission.
Rayquaza joins Zinnia, but Zinnia feels that it joined under one condition: to battle Kukui and the player again.
