Aboard the [[S.S. Anne]], {{adv|Red}} discovers the intentions of [[Lt. Surge]] and his sailors: to make money from the Vermilion citizens' stolen Pokémon. Ready to punish Red for his interference, Lt. Surge calls on his most 'guard dog': a chained {{p|Electabuzz}}. With [[Poli]] paralyzed and unable to help him out, Red dodges the powerful {{m|ThunderPunch}}, which breaks the ship's floor with its force. Lt. Surge orders Electabuzz to attack again, but unbeknownst to him Poli has secretly dripped a trail of water on the floor leading to him and Electabuzz. At Red's command Poliwhirl uses its {{t|Ice}} powers to freeze the legs of Lt. Surge and Electabuzz, and with the smoke of a launched [[Poké Ball]], Red escapes safely.
Aboard the [[S.S. Anne]], {{adv|Red}} is still holding [[Poli]] close, surrounded by a large crowd of {{type|Electric}}s, with [[Lt. Surge]] demanding to know why he's on board his ship. Red says he's there to catch whoever is stealing Pokémon from [[Vermilion City]], making Lt. Surge and his crew of {{tc|Sailor}}s laugh at the accusation. He continues laughing and clarifies that he's not stealing, merely freeing them from their simple, menial life, and making some money on the side simply helps them continue their work.  


Trying to find the exit while avoiding {{p|Magnemite}}, Red is spotted by Surge in one of the security cameras. When Red gets to the ship's deck, a {{p|Magneton}} attacks Red from behind, and in the process he lets go of his unconscious Poliwhirl. Before Red can retrieve Poli, Surge reappears and grabs Poli by the arm, and prepares to throw the Pokémon overboard. Red attempts a rescue, but a quad of Surge's Magneton seal him in a tetrahedral barrier, leaving Surge to fling Poliwhirl off the ship and have Electabuzz attack Red with {{m|Thunderbolt}}, before the Magneton drop Red into the ocean as well.
Red prepares to fight, realizing he's come face to face with the thief he's been looking for, until Lt. Surge reminds him that he won't make any headway battling all of them with just a single Pokémon. Red starts sweating and looks back at Poli, who still hasn't recovered from the attack earlier, and realizes the situation he's in, giving Lt. Surge the opportunity to call in his "guard dog", an {{p|Electabuzz}} with heavy metal chains on all its limbs. Lt. Surge orders a {{m|Thunder Punch}}, which Red is barely able to dodge as the attack punches a hole straight through the wooden floorboards.  


While sinking, Red recalls how he was in a similar situation years ago: his then {{p|Poliwag}} evolved to save him from drowning, and history repeats itself as a {{p|Poliwrath}} emerges from the water with Red in its arms, landing on the ship's deck to Surge's surprise. In its evolved form, Poli easily deflects Electabuzz's electric attack and overpowers it in a show of strength, sending both Electabuzz and Lt. Surge into the air with a {{m|Seismic Toss}}.
Red gets back into a fighting stance, attempting to intimidate his enemy, as Lt. Surge calls another attacking, saying that Electabuzz won't miss again. However, Poli had been secretly leaking water onto the floorboards, which has built up into a sizeable puddle leading all the way underneath Lt. Surge and Electabuzz. Red commands Poli to set their plan into motion, using his {{t|Ice}} powers to freeze the water, restricting both Lt. Surge and his Pokémon at the ankles. Red wastes no time and throws down a [[Poké Ball]], using the smoke to escape from sight.  


Some time later, the police arrest the crew of the S.S. Anne. Red notes that while the police never managed to find Surge, all the abducted Pokémon were returned to their owners. The president of the [[Pokémon Fan Club]] approaches Red, expressing disappointment at Poli's evolution, and demands the boy for news of his cute {{p|Abra}}. Red explains that over the experience, the Abra had evolved into {{p|Alakazam}}; at this, the President keels over much to the alarm of the Fan Club members, and the sweatdrops of Red and Alakazam.
Elsewhere on the ship, Red gives Poli his thanks for doing a good job, reminiscing on how they would escape from bullies when they were little in the same way. Red leers around another corner, noticing a {{p|Magnemite}}, followed by several more, presuming they've been tasked with finding him. He sneaks underneath them and starts climbing a ladder, worrying that he might be walking into a trap. The camera pulls back, revealing that Lt. Surge has been watching him ever since he escaped on the ship's security cameras.
 
A {{p|Magneton}} attacks Red from the back, accidentally letting go of his unconscious {{p|Poliwhirl}}, who he's been carrying on his back. Red reaches after him, but it's too late, as Lt. Surge catches him first, backed up by his Electabuzz. He dangles Poli by his arm out over the ship's railing, and as Red tries to stop him, Lt. Surge's Magneton create an impenetrable barrier that he says is stronger than steel, rendering Red helpless as he watches Lt. Surge laugh and toss Poli out into the water.

Surge attempts to sneak away as Poli and Electabuzz begin to grapple, with Poli effortlessly overpowering the {{type|Electric}} with {{m|Seismic Toss}}, and following it up by executing the same move on the retreating Lt. Surge.
