Ecruteak City (エンジュシティ Enju City) is located in northern Johto, northeast of National Park, northwest of Violet City, and west of Mt. Mortar, and is surrounded by wooded terrain.
Ecruteak City (エンジュシティ Enju City) is an old-fashioned city located in northern Johto, situated in the woods between tall Mt. Mortar and the open fields near Johto's western shores.

Pokémon Trainers often come to Ecruteak City in order to win the Fog from Morty, the Ecruteak Gym Leader who specializes in Ghost Pokémon.
As with many of the larger cities in the Pokémon world, Ecruteak has a Pokémon Gym, led by Morty, who specializes in Ghost Pokémon and hands out the Fog Badge to those who defeat him.

Ecruteak is known as "A Historical City Where the Past Meets the Present", a fitting title, reflected in its buildings' traditional Japanese architecture. It has a role in many legends, such as those of Raikou, Entei, Suicune, Lugia, and Ho-Oh.
Ecruteak is known as a historical city; fittingly, its buildings all feature traditional Japanese architecture, while the tallest building in the city, and perhaps all of Johto, is the ten-story Bell Tower in the city's northeast corner, built nearly a millennium before the events of the games. The city is known as being a centerpoint of the legendary Pokémon native to the Johto region, with the great Ho-Oh once being said to have roosted atop the Bell Tower, and having created three legendary beasts of the Pokémon who perished when the Bell Tower's twin, to the west of the city, burned down.

In the Generation II games, it is mentioned that in ancient times, Ho-Oh and Lugia lived in two grand towers. But when one of them burned down, becoming what is known today as the Burned Tower, both flew away, never to be seen again in Ecruteak.

In the anime, Morty tells Ash and company of how in ancient times, Ho-Oh lived in a great tower in Ecruteak. But when war struck and the tower was burned down, it created Raikou, Entei, and Suicune from creatures who had perished in the fire, and all four disappeared. Later, a new tower, Bell Tower, was built, but Ho-Oh never returned.

The Brass Tower, with gleaming Gold and Silver panels, was, according to legend, the perch of Lugia. Once as majestic as the Gold and Silver Bell Tower, the Brass Tower was burned to the ground after a mysterious fire. This chased the two legendary Pokémon away, but not before Ho-Oh gave new life to three Pokémon killed when the tower was destroyed: Entei, Raikou, and Suicune. Lugia left its home of the Brass Tower to live forevermore in the depths of the Whirl Islands, while Ho-Oh began to fly around the world, searching and waiting for a day when it would find a trainer with a pure heart.
The sad remains of this once-great tower, in the northwestern corner of the city, are all that is left after a fire engulfed it 150 years before the events of the games. It was once as majestic as the Bell Tower to the east, with the two towers representative of where Pokémon awakened and where they slept.

In Gold, the player encounters Raikou, Entei, and Suicune, who then flee, for the first time in the burned-out remains of the Brass Tower. This is also where Silver will challenge him or her once again, with the second form of the starter he stole.
According to some legends, Lugia once perched on this tower, however, others place it as always having lived in the Whirl Islands. Three legendary beasts make their home in the basement of the tower, given new life after it burned down by Ho-Oh, who once perched atop the Bell Tower.

The Bell Tower is a location in Johto. In Gold and Silver, the trainer finally comes to the Bell Tower, holding the List of key items in Generation IV. At this point, the player will be allowed to ascend the remaining eight levels of the tower, up to the roof, where Ho-Oh itself waits. However, in Crystal, players with a List of key items in Generation II will be able to capture Suicune here, and only after catching each of the legendary beasts will a trainer be able to ascend the steps above the first floor to get to Ho-Oh.
A majestic tower to the east, the Bell Tower is where Ho-Oh was once said to roost. With the Rainbow Wing, the player is able to prove to Ho-Oh that he or she is a pure-hearted person who will bring Pokémon and people back into harmony with one another.

On the first floor, Suicune lingers in Crystal, awaiting the player's arrival with a Clear Bell.
