Celadon City is the second-largest city in the region, and it's got plenty going on to live up to the hype. The Celadon Department Store is a must-see, since almost anything a Trainer could want is up for sale here.  The Celadon Mansion is a hotel-of-sorts, and the current tenants are none other than Game Freak, the team that developed Pokémon.  The Game Corner houses the slot machines, and those coins can be redeemed for valuable prizes in the Prize Corner next door.  Aside from all of this, Celadon is also home to the Celadon Gym, nestled on a ledge in the southwest.
As it has been left in its natural state and undeveloped, Rock Tunnel is pitch-black inside. Though not required, it is useful to bring a Pokémon that can use Flash to illuminate the winding tunnels. There are many Trainers within the cave, whether for the fun of exploring, training, or simply having gotten lost in the darkness.

! Trainers
The tall building in the north of town is Celadon Mansion.  Game Freak's game designer (on the third floor) promises a reward if you show him your completed Pokédex.  You can get a new addition right now - leave the mansion and follow the path behind the Poké Center, and you'll find a break in the trees where you can sneak in the mansion's back door.  Take the stairs to the top floor (make sure you've got an empty slot in your party), and you'll find an Eevee.  Eevee is an extremely versatile creature, since it can evolve into one of three different forms, depending on the evolutionary stone that it is exposed to.  Exposure to a Water Stone, Thunder Stone, or Fire Stone results in a Vaporeon, Jolteon, or a Flareon, respectively.  You can buy these stones in the Dept. Store, and any of those three evolutions will make a powerful addition to your team, especially since they can cover the weaknesses of your Starter's final form.

If you haven't noticed by now, there are two Rocket grunts wandering the city.  It looks like Team Rocket has something planned for Celadon...  Stop by the café in the south of town, and talk to the guy in the back corner.  He lost all his money at the slots, so he has no more use for his Coin Case, and hands it over.  Next door to the café is an operation that is shipping 2,000 Pokémon every month to the Game Corner as slot prizes.  Those kind of numbers mean big money, and that's got Team Rocket written all over it.  They're up to something, and as one of the workers points out, it <i>surely</i> has nothing to do with a hidden switch behind a poster in the Game Corner.

If you're looking for the evolution stones, you've come to the right place!  Pick up a Water, Thunder, or Fire Stone for your new Eevee, and grab a Poké Doll while you're here.  The doll may not sound like much, but it will be important to have in Saffron City a little later.

All the prizes here are offered at extremely high prices, so you're going to need a huge supply of coins to get everything.  You can find a few on the ground, and talking to the other gamblers gets you some more.  Besides that, you can either buy them (50 coins for pdollar1000) or take your chances with the slots.  Some prizes, like Scyther and Pinsir, are extremely rare, while others (like Porygon) are one-of-a-kind.  You'll definitely be back here, so now let's head to the Gym.  To get there, head back to the café in the south of town, and cut down the tree blocking the way.

Erika's Gym is one of the easiest to defeat, since the Grasss here have so many weaknesses.  Fire- and Flying-types are your strongest battlers here, though your own Grass-types are relatively immune to her attacks.  If you haven't used TM13 yet, Ice Beam is a definite help here.

1F (West)
Head southeast past the first two Hikers. Turn to the northeast and battle the third Hiker before climbing the nearby ladder.

Defeating the Celadon Gym earns you the Rainbow, which commands cooperation from all Pokémon up to Lv 50, and enables the use of Strength outside of battle (after finding HM04). Erika also gives you 21, a Grass move that damages the opponent and restores your health.
B1F (Northwest)
<br><br>
Another Jr. Trainer♀, Hiker, and PokéManiac can be found here. Go southwest, then northwest to find the final ladder.
With the Gym defeated, it's time to infiltrate Team Rocket's Celadon operation.  If you haven't already, examine the poster in the Game Corner, which reveals a set of stairs nearby, and descend into their hideout.

1F (South)
Go south to battle the last three Trainers. The ladder to the exit is located to the southwest.

Route 10 (South)
The southern part of 10 is shorter than the northern one. Several more Trainers can be found here, but if your Pokémon are injured the eastern path can be taken to avoid them.

Team Rocket's operation is headed by a shadowy figure known as Giovanni.  This mob boss is in possession of the Silph Scope prototype, which can identify the ghosts back in Pokémon Tower.  You won't be able to get past the spirits without that item, so make sure he doesn't escape!

Lavender Town is a quiet, somber town where people come to visit their departed Pokémon. The area is known for ghost sightings in Pokémon Tower. The Volunteer Pokémon House and the Name Rater's home are also located here. In addition, the local Poké Mart offers new items like Revives and Great Balls.

Once you've collected the items here, you can take the southern stairs back up to the first floor, where you'll find a Potion and two more Rocket grunts waiting for you.
Name Rater
One of the houses on the south side of town belongs to the Name Rater. This man judges a Trainer's nickname for their Pokémon, and offers the chance to change it.  His service is free so nicknames may be changed as often as you would like.

Lavender Volunteer Pokémon House
The Lavender Volunteer Pokémon House is located in the center of town. Founded by Mr. Fuji, the organization was established to care for orphaned and abandoned Pokémon. Many members of the group live here in their safe house while looking after these Pokémon. According to one man, it is odd that Mr. Fuji is not here at the moment, and wonders aloud where he may have gone.

B1F (southern area)
Pokémon Tower
As the place where departed Pokémon are laid to rest, Pokémon Tower has a strong connection to the spirit world and most of the wild Pokémon inside belong to the Ghost type. The paranormal activity increases beyond the second floor, where ghosts and possessed Channelers are a common sight. However, without a certain item, it is impossible to reach the tower's highest floor.

Restless Spirits
Most ghosts inside the tower are truly mischievous Pokémon in disguise that can be battled or captured after obtaining a certain item.  Gastly and Haunter are two of only three known Ghost Pokémon, so it is worthwhile to track them down. The one true ghost here blocks access to the top floor, but as there is nothing that can be done but run from it, it is best to leave it for later. Rumor says there is some kind of prototype in Celadon City to the west that can reveal what is hidden.

Backtrack to the stairs, work your way through the maze again, and take the northern stairs down to the 3rd basement floor.
Route 8
8 connects Lavender Town to the east and Saffron City to the west. The eastern end of the second Underground Path can be found here.

Beat the two Rocket grunts here, work your way through the maze, and take the stairs in the center of the room down to the fourth floor.
Underground Path
It is still not possible to reach Saffron City, as all the gatekeepers are too distracted wishing they had something to drink. Enter the second Underground Path instead and follow the tunnel westward to 7.

Walk south to find an Vitamin on a table.  Get back to the stairs, and head north to find another grunt.  Grab 02 from the other side of the table, and take out the Rocket.  Talk to him after the battle, and he'll drop the List of key items in Generation I.  Pick it up and make your way back to B2F, spin through the maze again, and enter the elevator in the southeast corner.  Take a second to use any medicine you might have, and step out of the elevator. Right away, you're ambushed by the same pair of grunts from Mt Moon.  After the battle, grab the Vitamin from the table in the southwest, and step inside to confront the mob boss.
Route 7
7 is a short path that links Saffron City to the east and Celadon City to the west. The western end of the second Underground Path emerges here.

Stop by the Poké Center to heal up.  Make sure you've got an extra drink, and head back east to 7.  Step into the guardhouse and the guard will stop you.  You'll automatically give him the drink, and since he'll share it with the other 3 guards, you can now come and go through Saffron City whenever you want.  You may want to stop in the Saffron Poké Mart and grab a Repel or two in preparation for the haunted tower.  Just ignore the rest of the city for now (including the Rocket grunts hanging around...), and continue east until you return to Lavender Town.

This is the Bulbapedia walkthrough for Pokémon Yellow.
These pages follow the original Game Boy iteration, not Pokémon: Let's Go, Pikachu! and Let's Go, Eevee!. The guide for those games can be found here.

Route 10

Rock Tunnel

Rock Tunnel, 1F
Rock Tunnel, B1F

As it has been left in its natural state and undeveloped, Rock Tunnel is pitch-black inside. Though not required, it is useful to bring a Pokémon that can use Flash to illuminate the winding tunnels. There are many Trainers within the cave, whether for the fun of exploring, training, or simply having gotten lost in the darkness.

1F (Northeast)

Defeat the PokéManiac, then climb down the ladder in the northeast corner to reach B1F.

B1F (Southeast)

Go southwest to battle another PokéManiac. Follow the tunnel northeastward, battling a Jr. Trainer♀ and another PokéManiac along the way. In the northeast corner, you will need to battle at least one of the two Hikers before taking the ladder back up to 1F.

1F (West)

Head southeast past the first two Hikers. Turn to the northeast and battle the third Hiker before climbing the nearby ladder.

B1F (Northwest)

Another Jr. Trainer♀, Hiker, and PokéManiac can be found here. Go southwest, then northwest to find the final ladder.

1F (South)

Go south to battle the last three Trainers. The ladder to the exit is located to the southwest.

Route 10 (South)

The southern part of Route 10 is shorter than the northern one. Several more Trainers can be found here, but if your Pokémon are injured the eastern path can be taken to avoid them.

Lavender Town

Lavender Town
A real ghost!

Rival Battle 5

Blue can be found on the second floor. It is possible to battle him right now, or delay the fight until you are ready to clear the tower.

Restless Spirits

Most ghosts inside the tower are truly mischievous Pokémon in disguise that can be battled or captured after obtaining a certain item. Gastly and Haunter are two of only three known Ghost-type Pokémon, so it is worthwhile to track them down. The one true ghost here blocks access to the top floor, but as there is nothing that can be done but run from it, it is best to leave it for later. Rumor says there is some kind of prototype in Celadon City to the west that can reveal what is hidden.

Route 8

Route 8

Route 8 connects Lavender Town to the east and Saffron City to the west. The eastern end of the second Underground Path can be found here.

Underground Path

It is still not possible to reach Saffron City, as all the gatekeepers are too distracted wishing they had something to drink. Enter the second Underground Path instead and follow the tunnel westward to Route 7.

Route 7

Route 7

Route 7 is a short path that links Saffron City to the east and Celadon City to the west. The western end of the second Underground Path emerges here.
