16 links Celadon City to 17. The road southward to Fuchsia City can be dangerous for pedestrians, so be sure to bring a Bicycle.

Also known as Cycling Road, the path that connects Celadon City and Fuchsia City (Routes 16, 17, and 18) is a favorite hangout spot for bikers.  Other than a few battles, it's a pretty easy ride down the slope to Fuchsia.  Cut down the small tree near the Snorlax to find a hidden area.  Walk through the guardhouse, enter the house on the other side, and the girl will bribe Trainers with 02 to keep her hideaway a secret.  Teach that to something like Pidgeot or Fearow to visit any previous town in seconds flat.

The sleeping Snorlax blocks any travel, so use the Poké Flute to wake it up.  There are only two Snorlax in the region, so if this one doesn't get caught, make sure to get the one south of Lavender Town.  Trainers must bring the Bicycle along, or the guard won't let them on Cycling Road.

Fly, Fly Away
Use Cut on the small tree to reach the secluded northern area. Enter the house beyond the gate and speak to the girl inside. She prefers to spend time on her own and gives you 02 to keep her hideaway a secret. Using Fly in the field allows a Trainer to instantly travel to any city or town that had been visited previously.

It's all downhill to Fuchsia City.  To hit the brakes, hold down the A or B buttons. Cruise down the slope to 18.
Roadblock
A Snorlax has fallen asleep near the gate, blocking the path. Use the Poké Flute to wake the Pokémon, which attacks in a grumpy rage! Snorlax are hard to find, so catch it if you can.

The bridges of 17 pass over the ocean on the way downhill to 18. Anyone riding a Bicycle on Cycling Road who decides to stop pedaling will continue rolling southward, unless the A or B Buttons are held.

Time for a Trade
Enter the gate and visit the second floor to find a boy who is looking to trade Pokémon. He is hoping to get a Slowbro, and is willing to trade his Lickitung for one. Slowbro can be caught in the wild or evolved from a Slowpoke, but Lickitung is a unique Pokémon found nowhere else.

Route 18
Fuchsia City is the largest city in southern Kanto, located between 18 and 15. To the south, a beach leads to the waters of 19. The northern part of the city is occupied by rare Pokémon exhibits and a nature preserve known as the Safari Zone. Trainers aiming to earn their next Badge can challenge the Fuchsia Gym in the southwest.

Hang a right and ride to the guardhouse.  The kid on the second floor is looking for a Slowbro, and is willing to trade his Lickitung (the only one in the game) for it.  Battle the three Bird Keepers south of the guardhouse for some quick cash before heading east to Fuchsia.

Fishing Guru 2
The southeastern-most house belongs to the Fishing Guru's brother. Speak to him to receive a Good Rod. This mid-level fishing rod can reel in a greater variety of water-dwelling Pokémon than the Old Rod. Give it a try at his backyard pond to find Poliwag and Goldeen to add to your collection.

Safari Zone Warden's house
The southeastern house belongs to the Safari Zone Warden. It is difficult to understand what he is saying, but seems to have misplaced his set of Gold Teeth. If you happen to find a set of false teeth, be sure to return it to him.

With Team Rocket still reeling from their botched operation in Saffron, Trainers are free to continue on their quest.  Fuchsia City hosts the Safari Zone, a wildlife preserve where people can view rare species in their native habitats.  Besides the zoo, Fuchsia is also home to the Fuchsia Gym, the sixth in the Indigo League.  Stop by the Poké Center to the south, and enter the Gym.

The Fuchsia Gym is teeming with Poisons.  Psychic moves will inflict double-damage, as well as Bug- and Ground-type moves. The ninja master has set up invisible walls in his Gym to disorient his challengers, so Trainers will have to find the open spaces between the walls to find the path to the Gym Leader.
The Fuchsia Gym officially specializes in Poison Pokémon, although there are several Psychic- and Ground Pokémon to be found inside. Poison Pokémon take serious damage from Psychic and Ground moves, while Grass and Bug Pokémon may struggle against them. The Gym Leader is trained in the skills of the ninja, and has installed a series of nearly invisible glass panels to disorient any challengers. Anyone looking to battle the Gym Leader must first find the path between these panels to reach the middle of the room. Koga's team includes only pure Poison-type Pokémon, so Ground and Psychic attacks will be the most effective. Each of his Pokémon can poison their target, so be sure to bring along some Antidotes.

Defeating the Fuchsia Gym earn a Trainer their sixth badge.  The Soul allows the use of Surf to cross bodies of water.  This gives Trainers the ability to leave the mainland and head for Cinnabar Island by way of the Seafoam Islands a little later.  It also gives a slight defense boost during battle.  Koga rewards his opponent with 06 as a prize, saying that this technique of the ninjas is over 400 years old.  Leave the Gym, jump off the ledge to the right of the Poké Center, and visit the Safari Zone Warden's home.

The Safari Zone is the city's main tourist attraction.  For pdollar500, all Trainers are given thirty Poké Ball and allowed to catch any Pokémon they find.  The catch is that Trainers are not allowed to use their own Pokémon to weaken the wild Pokémon first.  A Trainer's only options are to throw either a rock or bait before attempting to capture anything.  Throwing bait makes a Pokémon less likely to run, but harder to catch; while throwing a rock makes it more likely to run, but easier to catch.  Try different combinations to see what works.  There are many species roaming the park, and quite a few items, too.  When a Trainer runs out of Safari Balls or walks 500 steps, the game is over.

Entrance
After the battle, Koga awards you the Soul, which gives your Pokémon a slight Speed boost during battle and enables the use of Surf in the field. As a prize, he also gives you 06, which he claims is a secret ninja technique from over 400 years ago.

From the entrance, head to the northeast to enter the second area, Area 1.
Safari Zone
For pdollar500, Trainers who visit the Safari Zone are given 30 Safari Balls and allowed to catch any Pokémon they can find. There is a catch: visitors are restricted from using their own Pokémon to weaken the wild Pokémon first. Instead, they may throw either bait or rocks before attempting capture. Throwing bait makes a Pokémon less likely to run, but harder to catch; throwing a rock has the opposite effect. When visitors run out of Safari Balls or walk 500 steps, the game is over.

Area 3
Entrance
Enter the safari and head to the northeast to reach the second area.

In the final area, head straight down to find the Warden's List of key items in Generation I - return these to him to get 04. Walk to the west to find 32, and enter the Secret House.  It seems that no one else has ventured this deep into the park, and the 03 is awarded to the first Trainer to get here. Teach it to something like Gyarados or Lapras to cross the pond south of the Secret House.  Pick up the Potion and the Revive on the way east to the entrance.  Otherwise, backtrack and wander through some tall grass until the timer runs out, which probably won't be much longer.
Area 1
Climb onto the larger rocky ridge to the south and pick up the Carbos. Head west to reach several patches of tall grass, 37 on the edge of a lake, and a Max Potion to the northwest. Collect the Full Restore near the rest house and take the northeast exit.

{| class="expandable" background: #red color light; width: 30%

Go northwest through the tall grass and climb onto the rocky ridge. Head northeast from the three ponds to find 40. Turn west near the rest house to pick up a Protein and follow the path to the southwest exit.

Area 3
Head south to find a set of Gold Teeth, then go west to get 32 before entering the Secret House. It seems that no one else has ventured this deep into the park, so the 03 is yours. Use it on a Water Pokémon, like Gyarados or Lapras, and you can cross the pond to the south to reach a Max Potion and a Max Revive on the way back to the entrance. Otherwise, you can backtrack through the other areas until the timer runs out, which likely will not be much longer.

With this new-found surfing ability, Trainers can reach the island in the entrance area to find a Nugget.  Back in the city, stop by the Warden's house to return the Gold Teeth.  He gives 04 as thanks, and teaching this to a sturdy team member like Rhydon or Tauros lets them move those big boulders around.  Try it out now to reach the Vitamin inside the Warden's home.  With Fuchsia City cleared, fly back to Lavender Town and head south to 12.

This is the Bulbapedia walkthrough for Pokémon Red and Blue.
These pages follow the original Game Boy iteration, not Pokémon FireRed and LeafGreen. The guide for those games can be found here.

Route 16

Route 16
Route 17

Route 16 links Celadon City to Route 17. The road southward to Fuchsia City can be dangerous for pedestrians, so be sure to bring a Bicycle.

Fly, Fly Away

Use Cut on the small tree to reach the secluded northern area. Enter the house beyond the gate and speak to the girl inside. She prefers to spend time on her own and gives you HM02 (Fly) to keep her hideaway a secret. Using Fly in the field allows a Trainer to instantly travel to any city or town that had been visited previously.

Roadblock

A Snorlax has fallen asleep near the gate, blocking the path. Use the Poké Flute to wake the Pokémon, which attacks in a grumpy rage! Snorlax are hard to find, so catch it if you can.

Route 17

The bridges of Route 17 pass over the ocean on the way downhill to Route 18. Anyone riding a Bicycle on Cycling Road who decides to stop pedaling will continue rolling southward, unless the A or B Buttons are held.

Route 18

Route 18

Route 18 leads east from Route 17 to Fuchsia City.

Fuchsia City

Fuchsia City

Fuchsia City is the largest city in southern Kanto, located between Route 18 and Route 15. To the south, a beach leads to the waters of Route 19. The northern part of the city is occupied by rare Pokémon exhibits and a nature preserve known as the Safari Zone. Trainers aiming to earn their next Badge can challenge the Fuchsia Gym in the southwest.

FUCHSIA CITY POKéMON GYM
LEADER: KOGA

The Poisonous
Ninja Master!

The Fuchsia Gym officially specializes in Poison-type Pokémon, although there are several Psychic- and Ground-type Pokémon to be found inside.

Fuchsia Gym
The Soul Badge

After the battle, Koga awards you the Soul Badge, which gives your Pokémon a slight Speed boost during battle and enables the use of Surf in the field. As a prize, he also gives you TM06 (Toxic), which he claims is a secret ninja technique from over 400 years ago.

Safari Zone

For $500, Trainers who visit the Safari Zone are given 30 Safari Balls and allowed to catch any Pokémon they can find.

Entrance

Enter the safari and head to the northeast to reach the second area.

Area 1

Climb onto the larger rocky ridge to the south and pick up the Carbos. Head west to reach several patches of tall grass, TM37 (Egg Bomb) on the edge of a lake, and a Max Potion to the northwest. Collect the Full Restore near the rest house and take the northeast exit.

Area 2

Go northwest through the tall grass and climb onto the rocky ridge. Head northeast from the three ponds to find TM40 (Skull Bash). Turn west near the rest house to pick up a Protein and follow the path to the southwest exit.

Area 3

Head south to find a set of Gold Teeth, then go west to get TM32 (Double Team) before entering the Secret House. It seems that no one else has ventured this deep into the park, so the HM03 (Surf) is yours. Use it on a Water Pokémon, like Gyarados or Lapras, and you can cross the pond to the south to reach a Max Potion and a Max Revive on the way back to the entrance. Otherwise, you can backtrack through the other areas until the timer runs out, which likely will not be much longer.
