Skrelp appears to be based on a weedy seadragon.

Name origin

Skrelp may be a combination of scrawny and kelp.

Kuzumō may be a corruption of クサモドキ kusamodoki (pseudo-grass) or 藻屑 mokuzu (seaweed scraps).
