On Smogon's Movedex:

Metal Sound (Japanese: きんぞくおん Metal Sound) is a non-damaging Steel-type move introduced in Generation III.

Effect

Metal Sound lowers the target's Special Defense stat by two stages. Pokémon with the Ability Soundproof are not affected by this move.

Metal Sound will become a Water-type move when used by a Pokémon with the Ability Liquid Voice. If the user is affected by Throat Chop, it will be unable to use this move for two turns.

If the user is holding a Throat Spray, the item will be consumed and the user's Special Attack stat will raise by one stage.

Metal Sound can be used as the first move of a Pokémon Contest combination, causing Metal Claw to score double the normal appeal if used in the next turn.

If powered up by a Steelium Z into Z-Metal Sound, the user's Special Attack stat rises by one stage, and can be used regardless of whether the user is affected by Throat Chop or not.

In Red Rescue Team, Blue Rescue Team, Explorers of Time, Darkness and Sky, Metal Sound is a move with 17 PP and 100% accuracy. The user targets enemy in front of them, cutting corners, and lowers their Sp. Def by three stages. This move is affected by Magic Coat and Taunt.

Pokémon Rumble Rush

In Pokémon Rumble Rush, all status moves including Metal Sound could only be used by opposing Pokémon and could not be obtained on any caught Pokémon. Metal Sound could be seen as a move used by Boss Magnemite.
