Various Move Tutors will teach Hydro Cannon to a fully evolved Water-type starter Pokémon if its friendship rating is maximized. The Move Tutors are:
- FRLG: an elderly woman on Cape Brink.
- DPPt: an elderly man on Route 228.
- HGSS: an elderly woman in the Move Deleter/Move Reminder's house in Blackthorn City.
