Sea guardians is a fan term for the legendary duo of Manaphy and Phione. They are so far the only two Mythical Pokémon capable of breeding. Each can only breed with Ditto, and Eggs from both Pokémon will produce only Phione. In a way, the sea guardian duo are a perfect counterpart to the Mew duo; instead of an unnatural (through genetic engineering in a lab), stronger version, Phione is a natural (through breeding), weaker version of Manaphy; both also appear before the "original" in the Pokédex. Due to conflicting evidence from official sources, Phione's status as a Mythical Pokémon is uncertain; if it is not a Mythical Pokémon, the sea guardian duo is not a Legendary duo.

In the Pokémon anime, Manaphy debuted in the ninth movie while Phione debuted in an episode.
Manaphy is the star of the fourth and final Advanced Generation series movie, Pokémon Ranger and the Temple of the Sea. It is initially an Egg that an evil gang and its leader wants to steal. Manaphy hatches in May's hands and helps the People of the Water to find the Sea Temple Samiya. It is known as the Prince of the Sea. It was mentioned but not seen in Up Close and Personable!.
Phione made its only appearance in the anime in Hold the Phione! where a group of Phione were swimming in the sea near Chocovine Town, one of them was attracted to Dawn's Buneary.

Manaphy appears as a silhouette in the Emerald arc of the Pokémon Adventures manga. Guile Hideout questions going after it should he succeed in his plans.
At the very end of the Platinum arc in The Final Dimensional Duel XI, Manaphy's Egg was sent from Fiore to Diamond and Pearl, who hatched it. Later, a Phione Egg appeared by Manaphy at the Pokémon Day Care in Solaceon. After hatching Phione was trained by Diamond and Pearl, where it used Heart Swap, a move it is unable to perform in-game. Manaphy was walking with the Day-Care Couple, where it meets its offspring through the fence.
In the Pocket Monsters DP manga
Manaphy first appears as an Egg in I Want to See a Pro Game!! which Red and his Pokémon find on sea. Professor Oak investigates it and tells the group about the Egg hatching into a Legendary Pokémon. It later hatches into Manaphy but becomes lazy due to Clefairy's parenting skills.
In the W Mission Story: Pokémon Ranger - the Comic manga
In the manga W Mission Story: Pokémon Ranger - the Comic, Cameron from Summerland found Manaphy's Egg on Fiore's Sea. Then, it was stolen by the Go-Rock Squad, who wanted to use its enormous powers for bad purposes when it hatched. This plan failed when Solana and Lunick saved the Egg and it was given to a Trainer who lives in Sinnoh.
