The last great challenge to prove yourself as a Trainer is defeating the Elite Four at Indigo Plateau, far to the northwest.
There are no Pokémon Centers or Poké Marts between Viridian and the summit, so rest your team and stock up on items before heading out. Replenish your supply of Ultra Balls too, since you'll find the third legendary bird nesting deep inside Victory Road. When you're ready, head west from Viridian City.
Route 22
With all 8 Indigo League badges in your possession, there is one major obstacle left: Victory Road. But to get there, you'll need to battle your rival one last time. His Pokémon are no pushovers, but launch a few Fire-, Water-, Electric-, Ground-, and Ice-type attacks, and you should be fine.
After the battle, go back to Viridian's Poké Center to recover. You'll need your team at full-power for the gauntlet ahead. Enter the League's front gate.
Route 23
POKéMON LEAGUE
Front Gate
Route 23 is a long route, and Victory Road awaits at the northern end. Make sure you've got a surfer on hand, or you won't make it halfway from the front gate.
In the checkpoint building is a guard who will ask to see your Boulder Badge. You wouldn't be here if you didn't have all 8, so it won't be a problem. Behind the building, scattered across Route 23, are seven more guards. Each one is there to inspect incoming Trainers for a badge, from the Cascade Badge to the Earth Badge. Once the eighth guard checks for your Earth Badge, you're free to enter Victory Road.
Victory Road
Victory Road is similar to the Seafoam Islands, but instead of dropping boulders through holes in the floor, you'll need to move them onto pressure switches in the floor to open new areas.

From the entrance, you'll see a boulder to your left. The nearest switch is to your right. To activate the switch, move the rock
↓1, →4, ↑2, →7, ↑2, →1, ↓1.
This removes the semi-invisible wall on the rock ledge in front of you. Walk across the ledge, and take the eastern steps to the northeast corner. There are two items sitting near the north wall. Shove the boulder ←3 spaces, and now you've got a decision. You can push it ←1 to get TM43 (Sky Attack), or move it ↑1 to get a Rare Candy. You will only be able to get one of them right now, but if you leave and re-enter, the boulder will reset, allowing you to reach the second item. Walk left, past the Cooltrainer♀, and you'll see the stairs near the Cooltrainer♂ in the northwest corner.

On the second floor, walk south to find another boulder. Push this one ←1, ↓2, ←2 onto the switch, clearing the rock ledge. Take the first steps down, and head left to pick up TM05 (Mega Kick). There is a switch nearby but no boulder (you'll drop one down here from the next floor), so walk to the right and head north to find two Trainers, a Full Heal, and TM17 (Submission). Now take the stairs near the Full Heal to the 3rd floor.

Right away, you'll see a boulder to the north of you. Walk past it and head right to fight a Cooltrainer♂ and get a Max Revive. Head all the way to the left, grab the TM47 (Explosion), and take the stairs in the northwest.

PokéManiac | Lv 40 Charmeleon, Lv 40 Lapras, Lv 40 Lickitung | $2000 |
Fight the PokéManiac, grab the Guard Spec., and SAVE THE GAME. Go up to the bird to start a battle with Moltres, the third and final of the legendary birds. Once you've (hopefully) caught it, take the stairs back up to the third floor.

Use Strength back on the first boulder you saw, and move it ↑2, ←16, ↓1, ←4, ↓3, →1. This clears the way so you can get to the southern area and drop the next boulder through a hole in the floor. Walk up on the rock ledge, past another Cooltrainer♀, and step down in the southwest. Make your way past two more Cooltrainers, and push the boulder down the hole. Drop down the hole behind it.
2F
Push the rock ←14 spaces, all the way to the switch. This removes the barrier near where the boulder fell. Take the stairs on the rock ledge to the 3rd floor.
3F
Nothing else to do but take the next stairs down to the 2nd floor.
2F
Check the rock to the left of the stairs to find a hidden Full Restore, and walk through the cave exit to return to Route 23.
Route 23
Follow the tiled path to the north, and work your way through the maze of Pokémon statues at the foot of the Indigo Plateau. This is it!
