Otherwise known as Silence Bridge, 12 is a great spot for Fisherman. Bring the Poké Flute along, because the second Snorlax is out like a light halfway through the route.  If you didn't catch the one on 16, make sure to get this one!  Walk through the gate and talk to the girl on the second floor to get 39.  Beyond the first fisherman, surf to the separate platform to get 16.  Pay Day is a great attack for cash-strapped Trainers - when used, it scatters coins on the ground that are worth twice the attacker's level for every time it's used, and the Pokémon's owner would collect that money after the battle.  For example, a level 50 Pokémon using that move 3 times would result in pdollar300 received.
Otherwise known as Silence Bridge, 12 is a great spot for fishermen. Don't forget your Poké Flute, because the second Snorlax is still snoozing halfway through the route.

With Snorlax gone, the quick way between Vermilion and Lavender is clear.  The first house south of the 11 intersection is home to the third Fishing Brothers; this brother hands out the Fishing to any fishing enthusiasts.  This higher-end rod is the best in the game, and it can reel in some of the strongest sea creatures, like Seaking and Dratini.  Continue south, and cut into the clearing with the lone Trainer to get an Vitamin.  Follow the tree line south to reach 13.

Fishing Guru #3
The first house south of the 11 intersection is home to the third Fishing Brothers; this brother hands out the I to any passing fishing enthusiasts. This high-end fishing rod is the best model, and it can reel in some of the strongest sea creatures like Seaking and Dratini. Continue south, and you can cut into a clearing with a lone Trainer to grab an Vitamin. Follow the tree line south to Route 13.

There are six Trainers on Route 14, but the main point of interest here is the tall grass, where wild Ditto are found.  This odd creature can reorganize its cells to instantly transform into a copy of any opposing Pokémon. Not only does using the move change Ditto's type and stats, it also mimics the opponent's moveset (albeit with only 5 PP each).  After turning to the west, the trail becomes 15, east of Fuchsia City.
There are only six Trainers on 14. After heading south, the path turns west toward 15, east of Fuchsia City.

There are 10 Trainers and an item here.  Cut down the tree to climb up onto the hill.  Grab the 20 from the ledge, and go to the west to enter the gate.  One of Oak's aides is upstairs, and rewards you for catching at least 50 species with the Experience-affecting item. It distributes experience to all party members whether they fight or not, but reduces the total amount for those that do participate in battle.
Ten Trainers can be found on 15. First, cut down the tree to reach the north side of the route and grab the 20 from the ledge. Head west to enter the gate, where you meet another one of Oak's aides. For catching at least 50 kinds of Pokémon, he rewards you with an Exp. All. This item distributes experience to all party members whether they fight or not, but it reduces the total amount for those that do participate in battle.

Pay a visit to the local Pokémon Center to prepare for the southern water-bound routes. Reaching Cinnabar Island in the southwest will require the use of Surf and Strength, so plan accordingly. Stock up on Ultras, too; in addition to meeting a bunch of new Water Pokémon, you will also encounter the first of the legendary Pokémon.

Back in Fuchsia, visit the Poké Center to prepare for the upcoming ocean routes.  Be sure to bring Pokémon that know Surf and Strength, or you won't make it to Cinnabar Island.  It's a good idea to bring a bunch of Poké Balls, too.  Head south of Fuchsia to hit the beach.

Everything here belongs to the ocean, so expect to encounter many Water- and Ices. The Articuno is located on the bottom floor, but there are inconveniently-placed boulders and treacherous ocean currents to get past first.
Everything here belongs to the ocean, so expect to encounter many water-dwelling creatures in these island caves. The legendary Articuno roosts on the bottom floor, but large boulders and quick-moving ocean currents hinder exploration at first.

Route 12

Route 12

Otherwise known as Silence Bridge, Route 12 is a great spot for fishermen. Don't forget your Poké Flute, because the second Snorlax is still snoozing halfway through the route.

Fishing Guru #3

The first house south of the Route 11 intersection is home to the third Fishing Guru; this brother hands out the Super Rod to any passing fishing enthusiasts. This high-end fishing rod is the best model, and it can reel in some of the strongest sea creatures like Seaking and Dratini. Continue south, and you can cut into a clearing with a lone Trainer to grab an Iron. Follow the tree line south to Route 13.

Route 13

Route 13

Route 13 is a maze of fences. There are fourteen Trainers scattered around, so be alert—their forty-five Pokémon can take a toll if you are not prepared. After reaching the end of the maze, follow the path south to Route 14.

Route 14

Route 14

There are only six Trainers on Route 14. After heading south, the path turns west toward Route 15, east of Fuchsia City.

Route 15

Route 15

Ten Trainers can be found on Route 15. First, cut down the tree to reach the north side of the route and grab the TM20 (Rage) from the ledge. Head west to enter the gate, where you meet another one of Oak's aides. For catching at least 50 kinds of Pokémon, he rewards you with an Exp. All. This item distributes experience to all party members whether they fight or not, but it reduces the total amount for those that do participate in battle.

Fuchsia City

Pay a visit to the local Pokémon Center to prepare for the southern water-bound routes. Reaching Cinnabar Island in the southwest will require the use of Surf and Strength, so plan accordingly. Stock up on Ultra Balls, too; in addition to meeting a bunch of new Water Pokémon, you will also encounter the first of the legendary Pokémon.

Safari Zone

You can revisit the Safari Zone to fish new Pokémon with the Super Rod.

Routes 19 and 20 (east)

Route 19
Route 20

More than a dozen Trainers patrol the waters of Route 19 and Route 20. Work your way southwest through the waves to reach the Seafoam Islands.

Seafoam Islands

Everything here belongs to the ocean, so expect to encounter many water-dwelling creatures in these island caves. The legendary Articuno roosts on the bottom floor, but large boulders and quick-moving ocean currents hinder exploration at first.

Head east and use Strength to move the boulder onto the hole, so it drops to the floor below. Climb up on the rock platform, and walk past the first ladder. Drop the second boulder down the northeast hole, then backtrack to the first ladder.

B1F

B1F

Go northeast past a second ladder, and push the boulder down the hole again. Backtrack to the ladder in the northwest corner.

B2F

B2F

Walk to the east to find the same boulder next to another hole, so drop it down. Once it falls through, go all the way back to the first floor and fall through the hole in the northeast.

B1F (northeast)

Shove the boulder through the hole and drop down after it.

B3F

B3F

Climb out of the water and head to the southwest corner to find a group of boulders. In the narrow passage, shove the right-side boulder to the back wall. Move the left-side boulder down one space, then left one space. Shove the boulder south of the ladder all the way to the left. Move the right boulder north of the eastern hole, and drop it down. Push the left boulder down the western hole, and jump down behind it to B4F.

Articuno, the legendary bird of ice

The last floor! With the two boulders in the way, the strong current flowing through here has been blocked, letting you swim to the small island in the northwest. Be sure to save your progress before approaching Articuno, as you have only have one shot to catch it.

After catching the first legendary bird, surf to the stairway near the boulders and climb the nearest ladder.

B3F

Loop around to the east, where two more boulders now block a second ocean current. Surf to the opposite shore, and climb the southeast ladder. Make your way back to the first floor, and exit the area through the western island.

Route 20 (west)

Route 20's western half connects to Cinnabar Island.
