Wheeling and Dealing (Japanese: VS ズルッグ VS Scraggy), titled VS Scraggy in the Shogakukan Asia translation, is the 472nd chapter of the Pokémon Adventures manga, and the 12th chapter of the Black & White arc.
It is subtitled Scraggy (Japanese: 企画 Project) in the VIZ Media translation and Project in the Shogakukan Asia translation.
Plot
Black and White make their way into Nacrene City as the latter readies herself for potential business opportunities. They enter Café Warehouse, where White attempts to find new clients for the BW Agency. Right as the restaurant owner speaks with her and begins to consider hiring her company, they are interrupted by Black shouting his dream into the air. This drives away the café's business, ruining White's chances of bringing them on as a client.
When Black is about to take Tep with him to the city's Gym, White stops him to point out the consequences of his shouting. She explains to him that Nacrene City is a hotspot for avant-garde artists, making it a highly important place for her to do business. Spotting a nearby accordion player, she sends Black to him to promote her company. When Black approaches him, he only stutters, prompting White to take over for him, easily charming the musician and signing him on.
A voice calls out to White, and she turns to see the director, who had been working with the musician as well. He asks if he can use Tep and Gigi in his shoot, to which she agrees. As the director and his crew get the musician ready to film, the assistant director volunteers to watch his accordion. Before the director leaves, he asks White about Black, leading her to realize he has left the area.
While watching the accordion, the assistant director leaves to get something to drink, abandoning the instrument. Soon after, a Scraggy and a Scrafty find it. The two play with the accordion, and reminded of the way their own saggy skin can be pulled up and fall back down, they run off with it.
Meanwhile, Black trains Musha and Tula against each other beside the bushes, which are lined by Tula's webs. He has Tula test out Electro Ball, but the move goes off course and nearly strikes the director. As the director begins to yell at Black, his assistant suddenly arrives, alerting him of the accordion's disappearance.
Noting that Black has no alibi and was training in walking distance of the accordion, the director suspects him of being the thief. Remorseful that White may lose a job because of him, Black becomes determined to prove the BW Agency had nothing to do with the accordion's disappearance. He summons Musha to clear his mind, allowing him to spot Scraggy and Scrafty nearby. Black then borrows the assistant director's pants, pulling them up and letting them drop over his own. This lures out the two Pokémon, who Tep then blasts with fire. Black declares them to be the culprits, pointing out that they were drawn to the accordion because it reminded them of themselves. He has Tep attack them once more, but the two pull up their skin and flee into the bushes, only to be caught by the webs Tula had made earlier.
After Black finds the accordion and returns it to its owner, the crew is able to finish filming. White wishes Black luck on his Gym battle against Lenora before he takes off. She is then approached by the director, who reveals that Nimbasa City is accepting proposals for a new project with Pokémon actors. To White's surprise, he suggests for her to submit something to them.
