James's Victreebel (Japanese: コジロウのウツボット Kojirō's Utsubot) was the third Pokémon acquired by James of Team Rocket during his journey through Kanto.
History
Original series
Kanto
James captured it as a Weepinbell and took it to a breeding center sometime before The Breeding Center Secret, in which he goes to retrieve it. He finds it has evolved into a Victreebel and is very pleased. Victreebel was only used once by James during Kanto, being used in All Fired Up! to help put out a flaming Meowth. Instead of helping, though, Victreebel ended up catching fire and had to be put out by Ash's Squirtle. Victreebel started to be used for battling during the Orange Islands.
Johto
During Johto, Victreebel became James's primary combatant. In Wobbu-Palooza!, Victreebel was used alongside Arbok to try to stop the Wobbuffet Festival crashers, since everyone else refused to fight due to festival rules. Victreebel tried its best but was easy defeated when double teamed by their Machoke and Primeape. Wobbuffet was sent out afterwards and managed to defeat them with its Counter attack.
In The Grass Route, James entered Victreebel in the Grass Tournament, hoping to win the collection of Leaf Stones. Victreebel went up against Ephraim and his Skiploom, Skippy, in the first round. Despite hitting with its Vine Whip and Take Down attacks, it was easily defeated after being hit by Skippy's Leech Seed and being confused by Skippy's Double Team.
In the episode Here's Lookin' at You, Elekid, James is pushed into trading his Victreebel for a Weepinbell by Jessie and Meowth after the Magikarp salesman cons them by saying they can use its Sweet Scent to catch Pokémon. James has a flashback showing, for the first time in the anime, his first encounter with Victreebel (as a Weepinbell). Also in the flashback, James is shown using his Weezing to battle and presumably catch the Pokémon.
Later in the same episode, the Weepinbell evolves and bites down on Jessie, causing her to command Arbok to send the flycatcher Pokémon flying off into the distance. At the same time, the Magikarp salesman realizes that James's Victreebel will not obey him, and he kicks it away as well. The two Victreebel meet, fall in love, and skip off together into the forest.
Diamond & Pearl series
James mentions Victreebel in Two Degrees of Separation! when his Carnivine bites down on his head.
James also briefly mentions his Victreebel in The Grass-Type is Always Greener when Gardenia mentions the species as one of her favorites. She even offered to trade it for his Carnivine, but he declined.
Personality and characteristics
This Victreebel has an affinity for James which it expresses by biting down on him whenever it is sent out of its Poké Ball. On some occasions, it would instead attempt to bite Meowth, Jessie, or even Jessie's Arbok, presumably meaning it held affection for them, as well. This starts the running gag of James's Grass-type Pokémon attacking him whenever sent out.
Moves used

|||||||
An × shows that the move cannot be legitimately known by this Pokémon in the games. | |||||||
A † shows that the move was used recently, unless all moves fit this case or there are fewer than five known moves. |
Trivia
- Victreebel's main characteristic is its habit to bite James's head every time he takes it from its Poké Ball, this habit is shared with James's Carnivine, and similar to Cacnea's, which also hurts him.
- Also, all three of them are Grass-type Pokémon.
- In the Latin American Spanish dub, Victreebel was given a nickname (Flor de Calabaza) as a comic relief. His Carnivine and Yamask were later given nicknames as well.
- Although Victreebel debuted in Kanto, it did not use any actual attacks until the anime was focused on the Orange Islands. The same thing was with Jessie's Lickitung.
- Victreebel is well known for emitting a very high-pitched shriek when it is sent out, making it one of the few Pokémon that does not utter its own name (Though it did say "bel" a few times in its debut episode, which was the only time it was voiced by Eric Stuart).
