Has a chance (X%) of lowering the target's Sp. Def by one stat rank when the user's attack move against it hits while the weather is rainy. If the move has the multistrike effect tag and the weather is rainy, has a chance (X%) of lowering the target's Sp. Def by one stat rank for each hit.

Rainy Mind-Blowing Strike (Japanese: 雨時命中時特防ダウンSpecial Defense Reduction During Direct Hit When Rainy) is a family of skills in Pokémon Masters EX.
Effect
When the Pokémon successfully lands an attack on the target while the weather is rainy, it has a chance of lowering the target's Sp. Def by one stat rank. If the Pokémon uses a move with the multistrike effect tag, such as Bullet Seed or Icicle Spear, each successful hit will have its own chance of lowering the target's Sp. Def by one stat rank. The skill can range from Rainy Mind-Blowing Strike 1 to Rainy Mind-Blowing Strike 9, with higher numbered skills resulting in a higher chance of activation after each hit. Rainy Mind-Blowing Strike 9 will always lower the target's Sp. Def by one stat rank after each hit. Currently, only Rainy Mind-Blowing Strike 2 is available on scoutable sync pairs. The skill applies to the Pokémon's usual attack moves, including buddy moves, but not sync moves or max moves.
