You made it to Cerulean City... and now you're trapped. You won't be able to leave the city until you beat Misty at the Gym, and your rival (who is waiting on the bridge to Route 24).
Cerulean City is a beautiful city with flowing water and blooming flowers. It is located between 4, 24, 9, and 5.

In the house next to the Pokémon Center, an old man is willing to trade his Ice/Psychic-type Jynx for your Poliwhirl.  You probably won't have one yet since you don't have a rod, but this is the only Jynx in the game (luckily he doesn't trade it to someone else).

Time for a Trade
Visit the house next to the Pokémon Center to find an old man who would like to trade Pokémon. He is willing to part with his Jynx in exchange for a Poliwhirl. Poliwhirl can only be found by using a I.

In the northwest house is a man who will explain every effect of the eight Indigo League Gym Badges.
Gym Badges, Explained
The northwest house belongs to a man who offers to explains the effects of the eight Badge. Half of them give a slight power boost to a respective stat, while the other half ensure a Pokémon's obedience during battle. The first five unlock the use of field moves.

Bike Shop
Finally, you can move faster than on foot - too bad the price tag is a whopping pdollar1,000,000! Your wallet can't carry that much cash, so you'll have to track down a Bike Voucher somewhere...
It would be great to get a Bicycle from the Bike Shop in the southwest part of town, but they cost a whopping pdollar1,000,000! It is not possible to carry that much money, so it looks like you are stuck traveling on foot for now.

Something Shady
Breaking, Entering
The house in the northeast is currently blocked off by a police officer. It seems that Team Rocket has broken into the home and stolen a valuable item from its residents. Nothing can be done to remedy this at the moment, so set your sights on the Gym instead.

You won't be able to enter the house behind the Gym yet, since it is blocked off by a police officer.  It seems that Team Rocket is looking for trouble again, having stolen a valuable item from the people living here.  After you visit the Sea Cottage to the north, you'll be able to enter the home (and exit through a hole in the back wall to leave the city).

Gym #2 specializes in Water-type Pokémon, so you'll want to bring a Grass- or Electric-type. If you chose Charmander, it's going to have a rough time here, so you may want to venture off to Route 24 to catch an Oddish (Red) or a Bellsprout (Blue) to help take on the Gym.
The Cerulean Gym specializes in Water Pokémon. Grass- and Electric moves are best here, while Fire, Ground, and Rock Pokémon may struggle. Pikachu is a good choice to bring along, and Oddish and Bellsprout can be found on the nearby 24.

Take out Misty's Staryu quickly to move on to her Starmie. Her second Pokémon is both Special and Speed than Staryu, making its Bubble Beam especially painful to vulnerable Pokémon. Use Pikachu's ThunderShock, or Grass moves like Vine Whip and Absorb, to deal serious damage and make quick work of it.

After the battle, Misty awards you the Cascade, which ensures obedience from all Pokémon up to level 30 and enables the use of Cut in the field. She also gives you 11 as a prize.

Now that you've defeated Misty and won the Cascade Badge, all of your Pokémon at Lv 30 or below will always obey you (even those you got in a trade), and you can use Cut outside of battle once you get HM01. Misty also presents you with TM11 (BubbleBeam) as a prize. After her defeat, heal up and head north to Route 24.
Rival Battle 3
When you head toward 24, Blue appears and taunts you as usual before drawing you into another battle. He leads with his Pidgeotto, so start off with Electric- and Rock attacks. His Abra is a sitting duck as Teleport does not deal any damage, making a good opportunity to earn experience for your lower-leveled Pokémon. Rattata's Quick Attack lets it move first regardless of its Speed and Hyper Fang can inflict a good bit of damage, so try to take it out quickly. His first partner Pokémon is more of a threat now that it has learned a damaging move that matches its type. This same-type attack bonus boosts its power by 50%. Avoid pitting your own first Pokémon against his, or your Pokémon could take serious damage.

As soon as you head for "Nugget Bridge", you rival appears.  He taunts you like usual, and then it's time for the second rival battle!  Let your weakest team member fight his Abra; since the only move it has is Teleport, it can't do any damage.

After you beat him, there are sixteen Trainers between Cerulean City and the Sea Cottage; luckily you can backtrack to the Poké Center to heal up as necessary.  In addition to the bugs from Viridian Forest, you can also find Pidgey, Oddish, Bellsprout, and Abra here.  Abra can only Teleport at first, but they evolve into the stronger Psychic-type Kadabra soon enough.

Once you manage to beat all five Trainers on the bridge (and the Rocket grunt in disguise), you'll get a Nugget (worth pdollar5,000 - good to have when in need of quick cash) for your efforts!
24 stretches north from Cerulean City to 25. Most of the area is occupied by a river and the Nugget Bridge that crosses it.

Now that you've gotten past the bridge, you can turn left and battle a Jr. Trainer♂. If you're after an Abra, a good strategy is to have your Jigglypuff or Clefairy sing to it so it can't teleport away.  Pick up TM45 (Thunder Wave) on the northern ledge. Thunder Wave is a non-damaging move, but causes paralysis, which is helpful when trying to capture new Pokémon.  Turn east towards Route 25.
Nugget Bridge
There are five Trainers to be fought on the famous Nugget Bridge. When all five are defeated, a man at the bridge's north end will reward you with a Nugget, a bit of gold that can be sold for a high price. The man then reveals himself as a Team Rocket Grunt and tries to persuade you to join the group, and draws you into battle when you refuse.

25 leads eastward from 24. The path winds its way through a forest before it ends overlooking the sea. The Sea Cottage is located on the east side.

Sea Cottage
An Unfortunate Turn
The Sea Cottage belongs to Bill, a famous Pokémon researcher. When you step inside, it seems like Bill must be away, until you speak to the Pokémon inside. His latest experiment has gone awry and combined his DNA with that of a Pokémon! He needs your help, so once he has stepped into the machine, inspect his PC to activate a program to undo the change and return him to normal. As a token of gratitude, he gives you an S.S. Ticket, which grants access to the luxury cruise ship currently docked in Vermilion City to the south.

Nine Trainers left between you and Bill's Sea Cottage!
Bill's Favorite Pokémon
Before leaving the cape, you can exit and re-enter the cottage and inspect Bill's PC to view some of his favorite Pokémon. This adds Vaporeon Jolteon Flareon to your Pokédex.

When you see the Trainer standing in a line of trees with an item ball behind him, make sure to be at least three spaces away from him when you cross his line of sight.  Since you can't cut the tree down yet to get the item ball, you'll have to lure him to battle you. After that battle, you can pick up the TM19 (Seismic Toss) that was blocked off. Seismic Toss inflicts damage equal to the user's level, regardless of the battlers' attack or defense - not a bad move to have!
Cerulean City
Justice, Served
Once you return to Cerulean City, the officer blocking the burgled house has stepped aside, allowing you to enter. Inside are obvious signs of a break-in, like muddy footprints and overturned planters. There is even a large hole in the wall! Step out through the hole to find and confront the thief.

When he is defeated, the Rocket Grunt gives up the stolen 28 before fleeing the scene. When used inside a cave, Dig instantly returns you to the most recently visited Pokémon Center. It is useful in a pinch when you need to heal your Pokémon.

Route 5
Bill's got a problem: he screwed up an experiment and combined his DNA with a Pokémon's!  It's not permanent though, so when he steps into the machine, use his PC to help him out.  Now that he's human again, he give you an S.S. Ticket as thanks.  This ticket lets you board the luxury cruise ship, S.S. Anne, that's docked in Vermilion City.  Vermilion City is also the location of Gym #3.  Before you leave Cerulean Cape, step outside of Bill's house... and walk right back inside.  Check out his PC to view his favorite Pokémon, the Eevee family (this also gives you four new pages of data in your Pokédex).  Now take the shortcut south of the cottage to backtrack to Cerulean City.

Cerulean City, again!
5 is a scenic road that runs downhill from Cerulean City to Saffron City. The first of the region's two Underground Paths begins here and runs southward underneath Saffron City to re-emerge on 6.

Stop in the Poké Center if needed, then get ready to hit the road again!<br>

Now that the police officer has moved out of the way, you can finally enter the home that was robbed by the Rockets.  Besides the obvious signs of a break-in, the intruder also left a gaping hole in the wall as an escape route.  Step through the hole, and you're jumped by a Rocket.

Since you've shown that Rocket that you're no pushover, he gives up the TM28 (Dig) to you before running off. A handy TM, since using it in a cave lets you return to the entrance. Now it's time to head south, you've got a ship to catch!
Pokémon Day Care
The house on the hill is the Pokémon Day Care. The old man inside will raise one Pokémon at a time while you are away. A Pokémon left here will gain one experience point for every step taken. If you bought the Magikarp near Mt. Moon, this is a good way to raise it. The downside is that he will make every decision, so he may end up deleting a move you would like to keep. He charges pdollar100, plus another pdollar100 for every new level, to return a Pokémon.

Underground Path
It is impossible to reach Saffron City at the moment, so enter the Underground Path and follow the tunnel to 6.

Pokémon Daycare
Having trouble getting your weaker team members into battle for experience?  Then you've come to the right place!  The man inside will accept one of your Pokémon at a time to raise for you while you're away.  Whatever you choose to leave with him will gain 1 EXP for every step you take (if you bought the pdollar500 Magikarp near Mt. Moon, this is a good way to raise it).  The downside is that he'll make any decisions for you; he may delete a skill you like, or ignore a new move altogether.  He will charge you pdollar100 for every level your Pokémon gained to return it.
Time for a Trade
A girl in the north gate is looking to trade. She is willing to part with her Nidoran♀ in exchange for a Nidoran♂.

The tall grass near the ledges is home to a new Pokémon for each version; Mankey in Red, and Meowth in Blue.  If you jump the ledges to the bottom, you'll find the Pokémon Daycare.  You can't get through the guardhouse to Saffron City yet, so take the Underground Path to Route 6.  The woman at the northern exit will offer to trade her Nidoran♀ for your Nidoran♂ if you're interested.

Cerulean City

Cerulean City

Cerulean City is a beautiful city with flowing water and blooming flowers. It is located between Route 4, Route 24, Route 9, and Route 5.

Time for a Trade

Visit the house next to the Pokémon Center to find an old man who would like to trade Pokémon. He is willing to part with his Jynx in exchange for a Poliwhirl. Poliwhirl can only be found by using a high-level fishing rod.

Gym Badges, Explained

The northwest house belongs to a man who offers to explains the effects of the eight Gym Badges. Half of them give a slight power boost to a respective stat, while the other half ensure a Pokémon's obedience during battle. The first five unlock the use of field moves.

Badge Effect Badge Effect
Boulder Badge Boulder Badge Increases Attack,
Allows Flash in the field
Cascade Badge Cascade Badge Ensures obedience up to level 30,
Allows Cut in the field
Thunder Badge Thunder Badge Increases Defense,
Allows Fly in the field
Rainbow Badge Rainbow Badge Ensures obedience up to level 50,
Allows Strength in the field
Soul Badge Soul Badge Increases Speed,
Allows Surf in the field
Marsh Badge Marsh Badge Ensures obedience up to level 70
Volcano Badge Volcano Badge Increases Special Earth Badge Earth Badge Ensures obedience up to level 100

Bike Shop

It would be great to get a Bicycle from the Bike Shop in the southwest part of town, but they cost a whopping $1,000,000! It is not possible to carry that much money, so it looks like you are stuck traveling on foot for now.

Breaking, Entering

The house in the northeast is currently blocked off by a police officer. It seems that Team Rocket has broken into the home and stolen a valuable item from its residents. Nothing can be done to remedy this at the moment, so set your sights on the Gym instead.

Cerulean Gym

Cerulean Gym

CERULEAN CITY POKéMON GYM
LEADER: MISTY

The Tomboyish Mermaid!

The Cerulean Gym specializes in Water-type Pokémon. Grass- and Electric-type moves are best here, while Fire, Ground, and Rock Pokémon may struggle. Pikachu is a good choice to bring along, and Oddish and Bellsprout can be found on the nearby Route 24.

Take out Misty's Staryu quickly to move on to her Starmie. Her second Pokémon is both stronger and faster than Staryu, making its BubbleBeam especially painful to vulnerable Pokémon. Use Pikachu's ThunderShock, or Grass moves like Vine Whip and Absorb, to deal serious damage and make quick work of it.

Cerulean Gym
Cascade Badge

After the battle, Misty awards you the Cascade Badge, which ensures obedience from all Pokémon up to level 30 and enables the use of Cut in the field. She also gives you TM11 (BubbleBeam) as a prize.

Rival Battle 3

When you head toward Route 24, Blue appears and taunts you as usual before drawing you into another battle. He leads with his Pidgeotto, so start off with Electric- and Rock-type attacks. His Abra is a sitting duck as its only move does not deal any damage, making a good opportunity to earn experience for your lower-leveled Pokémon.

Route 24

Route 24

Route 24 stretches north from Cerulean City to Route 25. Most of the area is occupied by a river and the Nugget Bridge that crosses it.

Route 25

Route 25
Inside Bill's house

Route 25 leads eastward from Route 24.

Ticket, which grants access to the luxury cruise ship currently docked in Vermilion City to the south.

Bill's Favorite Pokémon

Before leaving the cape, you can exit and re-enter the cottage and inspect Bill's PC to view some of his favorite Pokémon. This adds three new pages to your Pokédex.

Route 5

Route 5

Route 5 is a scenic road that runs downhill from Cerulean City to Saffron City. The first of the region's two Underground Paths begins here and runs southward underneath Saffron City to re-emerge on Route 6.

Pokémon Day Care

The house on the hill is the Pokémon Day Care. The old man inside will raise one Pokémon at a time while you are away. A Pokémon left here will gain one experience point for every step taken.
