Blast Burn is a slightly inaccurate and very highly-damaging Fire-type move introduced in Generation III. It is one of the three elemental versions of Hyper Beam, the other two being Frenzy Plant and Hydro Cannon.

Learnset

Generation III

In FireRed and LeafGreen, an elderly woman will teach Charizard, Typhlosion, or Blaziken Blast Burn. Like Frenzy Plant and Hydro Cannon, you need a high Friendship with your starter to be able to learn this.

・Additionally, if you clear the Mt. Battle challenge in XD,you will decide between a Chikorita, a Cyndaquil, or a Totodile. If you choose Cyndaquil, it will come equipped with Blast Burn.

Generation IV

After you defeat the Elite 4 and catch a ferry that runs from Snowpoint City to the Battle Zone, in Rout 228, an elderly man (resembles an Expert outside of a battle) will teach your Charizard, Typhlosion, Blaziken, or Infernape Blast Burn. Like the lady in FireRed and LeafGreen, you need a strong bond with your starter.
