And I'm actually leaning more towards a split (Celestic Town Elder for the games and adaptations, Professor Carolina for the anime counterpart. It's not uncommon for us to have separate articles for cross-canon counterparts, especially those who have differing names).

It's just a transliteration that was used because he lacked a Korean name (the last Johto episodes never aired in South Korea). These artworks use Japanese terminology in Romaji (like S.S. ANNU on the Ticket), so this counts as Japanese name. I don't think that this artwork has been ever used in any English-language publication, anyway.

Also, I wonder if their English names are some staff inside jokes, like their Japanese names. They got suddenly renamed during the localization process (leaked translation files reveal that they were once named Stan and Fiona in the beta stage), so maybe they had something in mind.

Most Polish Pokemon fans of the time didn't have the chance to know it existed because of poor distribution. The publisher did zero effort to advertise it, they didn't respect the source material, they just thought that everything with Pokemon logo on it would stonks (that's the only reason they bought ithe rights). So, "low sales" is a better explanation. But the true reason for it is JPF's incompetence.

Since SM was released in Chinese and the naming was reformed, things are consistent now. I wouldn't put my money on anime and (especially) manga but post-SM names from the TCG should be valid because it's Nintendo-supervised.

They're consistently used on all official screenshots, so they're just like Florian/Juliana, Victor/Gloria etc. They're perfectly valid character names.
