Gengar's former Trainer is a character of the day who appeared in SS016.
History
Three years ago, he is shown releasing his Gengar and telling it that he would return to pick it up at the place where the Sakuragi Institute is today. In SS016, during the chase to Gengar, Ash bumps into him and his girlfriend, who tells his version to have released Gengar. Disgusted by the situation, Gengar starts to chase him, until Ash and Go decide to stop it.

Gengar is its only known Pokémon. Years ago, it was abandoned in a building, with the promise that its Trainer would come back to pick it up. Since then, Gengar started to terrorize the place, when it realized that its Trainer would not return to pick it up.
